The objective of the project is to increase reliability, redundancy and capacity of the electrical system at Southeast Water Pollution Control Plant (SEP) by upgrading the existing 12 kV primary feed from Hunters Point switchyard and obtaining a new 12 kV feed from Potrero switchyard to provide redundancy for SEP facilities. Contract work consists of constructing a new two-story building over the existing switching station to house the new primary switchgear. In addition, aging substations will be replaced and new power monitoring and control system will be installed for additional reliability and efficiency. The work is to be performed in San Francisco, California.
There will be no bid discounts for this contract. The LBE Subcontracting Participation Requirement is 10.00% and ONLY San Francisco (Local) Small & Micro-LBEs can be utilized to meet this requirement (Firms certified by SF Contract Monitoring Division). SFPUC-LBEs cannot be utilized to meet the 10.00% LBE Subcontracting Participation Requirement. The 10.00% LBE subcontracting participation requirement was established in consideration of the project involving medium-voltage (12 kilo-volt) electrical equipment for power distribution at SEP, a large industrial facility. Installation, testing, and commissioning of the medium voltage system will require workers with specialized working knowledge and skill level, certified for medium voltage work. Subcontracting opportunities may include, but not limited, to the following major types of work: concrete, structural steel, plumbing, micro-piling and electrical. Please refer to Section 01 60 00 in the Specifications regarding the purchase of equipment to achieve the LBE subcontracting participation requirement.
