Project Description

The objective of the project is to sequentially remove, replace, and upgrade the existing deficient and deteriorated digester biogas internal combustion cogeneration systems at the Oceanside Water Pollution Control Plant (OSP).  OSP must remain in operation during the contract work so, detailed construction activity sequencing, temporary power cabling, and temporary process equipment have been included as part of the contract work. The contract improvement work also includes: selective demolition; civil work (site excavation, yard piping/utilities, paving restoration); hazardous material mitigation; architectural work; structural work; mechanical work (digester biogas gas conditioning and storage, compressor equipment, heat exchanger and pump assemblies, exhaust gas conditioning systems, the relocation of dual gas fueled boiler assemblies, retrofit and extension of the mechanical biogas, No. 3 water, compressed air, commercially supplied (PG&E) natural gas and plant hot water pipe systems, and installation of above ground diesel fuel tank); electrical work (electrical power system upgrades, new motor control center and electrical substation, lighting system upgrades, packaged stand-by diesel engine generator assembly, diesel fuel leak monitoring system, and modification of the fixed gas monitoring system); instrumentation & controls work; and, start-up testing and commissioning.

There will be no bid discounts for this contract.  The LBE Subcontracting Participation Requirement is 10% and ONLY San Francisco (Local) Small & Micro-LBEs can be utilized to meet this requirement (Firms certified by SF Contract Monitoring Division).  SFPUC-LBEs cannot be utilized to meet the 10% LBE Subcontracting Participation Requirement. The project scope of work limits LBE participation because it involves furnishing and installation of specialized mechanical and electrical equipment and related installation work. The minimum installer technical qualifications to perform installation of specialty equipment have been described within the bid documents. Technically qualified installers shall be prepared to work in project work areas within the existing operational wastewater plant that are electrically classified areas and known hazardous working environments.  Please contactJason Chow at (415) 554-3103 for CMD related issues.

Hard copy versions of plans, specifications and bidding documents are available at 525 Golden Gate Avenue, 1st Floor Customer Service Desk San Francisco, CA 94102 for a non-refundable $300 fee paid by cash or by check payable to “SFPUC.” The hard copy plans and specs will come bundled with a CD that for an additional $10 contains essential reference documents. A contractor, who is requesting plans & specs by mail should send a request with the original, signed Confidentiality Agreement, appropriate payment amount, FedEx #, business card, contractor license # and return shipping information to: Contract Administration Bureau at 525 Golden Gate Avenue, 8th floor, San Francisco, CA 94102.

 Addendum No. 1 issued May 18. Bid date is postponed from May 31 to June 21.
