A Job Order Contract (JOC) is an indefinite quantity contract pursuant to which the SPUC may accomplish a series of projects with a single, competitively bid contract awarded before the projects are identified. The Contractor will bid three sets of Adjustment Factors, based on location of work, to be applied to the Unit Prices. Each set of Adjustment Factors shall include one Adjustment Factor for performing work during Normal Working Hours and a second Adjustment Factor for performing work during Other Than Normal Working Hours. The Other Than Normal Working Hours Adjustment Factor must be equal to or greater than the Normal Working Hours Adjustment Factor. All Unit Prices are based on local labor, material and equipment prices and are for the direct cost of construction. Work is accomplished by issuing Task Orders during the three (3) year term of this contract.
A current and active Class “B” California Contractors License is required to bid. In addition, prime contractor must have successfully completed work on three general building public works projects within the past 5 years, each project with a minimum construction value of $250,000. Each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
Contract Monitoring Division (CMD) certified San Francisco Micro-LBEs and SFPUC Micro-LBEs are eligible to bid on this Contract in accordance with San Francisco Administrative Code Chapter 14B. Contract will be awarded only to Micro-LBEs. Certified Micro-LBE prime bidders must perform at least 25% of the contract work.
