Hetch Hetchy Water and Power (HHWP), a Division of the San Francisco Public Utilities Commission (SFPUC), and a department of the City and County of San Francisco (City), is an owner, operator, and user of the Bulk Electric System and as such is subject to compliance with the North American Electric Reliability Corporation (NERC) reliability standards. HHWP is registered with NERC for the following reliability functions:
· Generator Owner (GO), Generator Operator (GOP), Purchase-Selling Entity (PSE),· Transmission Owner (TO),· Transmission Operator (TOP)
The SFPUC is seeking to enter into an agreement for the provision of NERC compliance consulting as it relates to the following registrations:
· Generator Owner (GO), Generator Operator (GOP), Purchase-Selling Entity (PSE), Transmission Owner (TO), Transmission Operator (TOP), Transmission Planner (TP), Resource Planner (RP), Planning Authority (PA), Distribution Provider (DP), Load Serving Entity (LSE)
The following NERC Reliability Standards compliance related services will be required: (i) readiness assessments; (ii) Subject Matter Expert (SME) training; (iii) on-site audit/spot check support; (iv) transmission grid operations process review, development, documentation, and training; (v) prepare current-day, next-day, seasonal and long-term transmission planning studies, develop planning study procedures and documentation requirements, and train HHWP staff as appropriate; and (vi) services for issues regarding compliance and demonstration of NERC reliability standards in the future up to five (5) years during the term of the Professional Services Agreement.
September 17, 2012 - In alphabetical order, the following firms will advance to the oral interview phase of this RFP process: Flynn Resources, GDS Associates and Utilities Systems Efficiencies Inc.
October 2, 2012 - The CS-246 RFP evaluation process is complete. The highest ranked firm is Utilities Systems Efficiencies Inc (USE.)
