Due To COVID-19 many of our customers are finding it more difficult to pay for the basic utilities: water, power and sewer services. If you have recently lost your job, even if you are receiving unemployment benefits, you may qualify for reduced utility rates.
In addition to the measures listed below, our Emergency Customer Assistance for COVID-19 Relief Programs for low-income account holders are now available to meet the needs of those whose income has been impacted by COVID-19 or the shelter-in-place order.
THE EMERGENCY CUSTOMER ASSISTANCE PROGRAM PROVIDES ELIGIBLE RESIDENTIAL CUSTOMERS THE FOLLOWING UTILITY BILL DISCOUNTS:
- Water - 15%
- Sewer - 35%
- Hetch-Hetchy Power - 30%

Effective May 1, 2020 residential customers can apply for the Emergency Customer Assistance Program by completing this on-line application form.
This program is temporary, retroactively effective from March 4, 2020 through September 4, 2020,
and not meant for long-term support. If you were already low income before this crisis began, consider applying for our separate CAP Programs: Water/Sewer and Hetchy Power, which provide discounts that will not expire at the end of the emergency.
In San Francisco, we have developed a series of emergency response measures to respond to COVID-19 and provide relief to help our customers.
During these difficult times, the SFPUC has:
(1) suspended water and power shut offs due to late payments
(2) postponed liens and collections
(3) waived late fees
(4) provided rental payment deferments for tenants of our facilities.
