Project Description The Biosolids Digester Facilities Project (BDFP) aims to replace the existing digester facilities with new, expanded, reliable, modernized and relocated facilities, as well as improve energy recovery and maximize control of odors.
Scope / Drawings The Scope and Drawings for this Package T-26.07 Construction Temporary Power Supply and Installation shall be included as Exhibits in the RFP Package that will be available in BuildingConnected to already pre-qualified Trade Contractors.
Project Schedule Currently this Work is scheduled to commence on December 29, 2020.
Pre-Qualification of Prospective Trade Contractors The CM/GC has pre-qualified potential trade contractors to submit bids on this bid package.
Together with the Owner, MWH/Webcor JV has pre-qualified the following Trade Contractor to submit bids on the T-26.07 Construction Temporary Power Supply and Installation: :

The above listed pre-qualified trade subcontractor has the first right of refusal to submit a bid for this trade package.
The lower tier subcontractors/suppliers interested in submitting a bid/quote on this trade bid package should contact the listed pre-qualified bidders to submit their bids.
Local Business Enterprise (LBE) Requirements Each Bid Package has a specific LBE requirement.
This T-26.07 Construction Temporary Power Supply and Installation has the following LBE Participation requirement:
LBE participation requirement: 30%. Any proposals that fail to meet the Bid Package LBE participation requirement will be deemed non-responsive.
Disadvantage Business Enterprise (DBE) Requirements Trade Contractors are hereby notified that work to be performed under this contract will be in full or in part financed by the Clean Water State Revolving Fund (CWSRF), administered by the United States Environmental Protection Agency (US EPA) and the State Water Resources Control Board (SWRCB), and the Water Infrastructure Finance and Innovation Act (“WIFIA”), also administered by the US EPA. Trade Contractors shall comply with all applicable terms and conditions, special provisions, and reporting requirements, as set forth in these specifications, and as may be required by federal law, rule, or regulation. Refer to Contract Section 00 48 10.01 for more information. Trade Contractors are required to seek, and are encouraged to use, Disadvantaged Business Enterprises (“DBEs”) for their subcontracting and procurement needs. These requirements apply to all subcontracts for equipment, supplies, construction, and services. The SFPUC has adopted the following Fair Share Objectives for participation of DBEs in this SRF funded project. These are project-wide participation goals that the Contractor may seek to meet:
MBE: 5.6%, WBE: 1.2%.
The Local Hiring Requirement for the Construction Phase of the BDFP Project is 30%
In accordance with California Labor Code Sections 1771.1 and 1725.5, no contract can be awarded to a Proposer without proof that the Proposer and all identified subcontractors are currently registered with the California Department of Industrial Relations.
Pre-Bid Meeting Due to the shelter in place order from the Mayor of City of San Francisco, this meeting will be held via a Zoom video conference.
Zoom Video Conference information will be provided in the email invitation to the Pre-Bid Meeting

A Site Walk will be confirmed later due to Covid -19 project safety procedures and the shelter in place order from the Mayor of the City and County of San Francisco.
Bid Due Date All bid documents must be submitted no later than November 6, 2020 by 1:59 PM PST. Confidentiality of the information provided will be respected to the extent permitted by law.
