Project Description
A Job Order Contract is an indefinite quantity contract pursuant to which the San Francisco Public Utilities Commission may accomplish a series of projects with a single, competitively bid contract awarded before the projects are identified. The bid documents include a Construction Task Catalog® containing construction tasks with preset Unit Prices. All Unit Prices are based on local labor, material and equipment prices and are for the direct cost of construction. Contractors bid Adjustment Factors to the pre-set Unit Prices. Work is accomplished by issuing Task Orders to the successful Contractor during the two (2) year term of this contract.

A Class “A” California Contractors License is required to bid. In addition to an A-License, the prime bidder must have successfully completed work on at least three public works projects within the past five years, each project with a minimum construction value of $200,000. Furthermore, each listed subcontractor must possess appropriate active licenses for the scope of work each subcontractor will be performing. The work may be performed in San Joaquin, Stanislaus, Tuolumne Counties.

In accordance with San Francisco Administrative Code Chapter 14B, only San Francisco and SFPUC Contract Monitoring Division certified Micro-LBE contractors are eligible to bid on this Contract. This contract will be awarded only to firms certified as Micro-LBEs in a certification category that corresponds with the contractor licensing requirements [General Engineering (A-License)]. Certified Micro-LBE prime bidders must perform at least 25% of the contract work. Bid discount and subcontracting requirements are not applicable to this contract. Subcontracting opportunities may include, but not limited, to the following major types of work: Landscape, Concrete, General Engineering Contracting, Tree Service, Earthwork & Paving, Construction Traffic Control, Pipeline Contractors, Well Drilling and Truck & Handling. Micro-LBEs that subcontract any portion of a set-aside contract are encouraged to subcontract to certified Micro-LBEs firms to the maximum extent possible. The Maximum Contract Amount is not to exceed $2,000,000.00 with an option for an additional amount of $1,000,000.00, for a total potential Maximum Contract Amount of $3,000,000.00. The cumulative value of Task Orders will not exceed the Maximum Contract Amount. The City does not guarantee the Contractor will receive this volume of work. The Minimum Contract Amount is $50,000.00 (fifty thousand dollars). The Contractor will receive the opportunity to perform Task Orders totaling at least $50,000.00 during the Contract term.
