Wastewater (Sewer) Rates

The following schedules of sewer service charges to be paid by all dischargers to the City’s Sewerage System:

SCHEDULE A
This schedule shall apply to Residential Users. The rates under this schedule are based upon the typical strengths for Domestic Wastes, as determined by the General Manager. All Residential Users shall be charged on the basis of discharge units in accordance with the schedule of rates as follows:

The first 3 Discharge Units per Dwelling Unit per month $3.14 per Discharge Unit $3.42 per Discharge Unit.
The next 2 Discharge Units per Dwelling Unit per month $7.84 per Discharge Unit $8.55 per Discharge Unit.
All additional Discharge Units per Dwelling Unit per month $8.96 per Discharge Unit $9.77 per Discharge Unit.


A discharge unit shall be based on the customer’s metered water use multiplied by the customer’s flow factor representing the quantity of metered water use returned to sewerage system as wastewater (e.g. a customer using 10 Ccf. of water and having a flow factor of 90% shall be billed for 9 discharge units).

Residential Users classified by the General Manager as single-family residential accounts and charged under Schedule A who have completed and submitted an application and who are determined by the General Manager to meet the eligibility criteria for a low-income discount shall be given a thirty-five percent (35%) reduction on sewer service charges computed in accordance with Schedule A. The discount shall be effective in the billing period in which the application is submitted and approved and shall continue so long as the applicant meets the eligibility criteria.

SCHEDULE B
Users, other than Residential Users charged under Schedule A of this Resolution, shall be charged the cost for each parameter according to the following:

Those customers whose parameter loading are not based on periodic sampling shall be charged on the basis of standard parameter loadings established by the General Manager for each SIC code in accordance with applicable state and federal laws and regulations.

Low Income Nonprofit Housing Discount Program
Residential users living in Dwelling Units owned and operated by a nonprofit affordable housing agency/organization certified by the Mayor's Office of Housing as providing non-profit affordable housing in accordance with the rules and regulations of such programs, shall be eligible for a 15% discount on water charges and a 15% discount on the wastewater charges for each such unit, computed in accordance with Schedule A. The discount shall be effective in the billing period in which the application for the discount is received and approved and shall continue so long as the applicant meets the eligibility requirements.

Community House Program
For purposes of calculating and imposing sewer service charges in accordance with this resolution, the sewer service rates set forth in Schedule B and Schedule C applicable to water consumption for each certified tenant unit, as calculated by the General Manager, in boarding houses, motel and hotels that are participating in the Modified Payments Program certified and operated by the Department of Human Services for the benefit of homeless and low income general assistance recipients shall be reduced by a factor of fifty percent (50%).

Capacity Charge
Any customer requesting a new connection to the sewerage system or requiring addition collection or treatment capacity as a result of any addition, improvement, modification or change in use of an existing connection as determined solely by the General Manager shall pay a capacity charge for the new or addition capacity required to serve the customer. The capacity charge is site specific and may not be sold, traded or conveyed in a manner to another site or customer. The capacity charge does not convey or imply ownership in or of any facilities of the Wastewater System. Effective July 1, 2005, the capacity shall be $2,604 per equivalent dwelling unit.
