This report presents the results of the feasibility study addressing generation of in-stream power from tidal flows in San Francisco Bay. The study included computer modeling of the San Francisco Bay system to confirm total extractable energy, assessment of the percentage of energy that could be extracted without adverse impacts to the Bay's ecosystem, and a screening level assessment of existing and promising technologies.

This report was prepared by Local Power Inc. for the San Francisco Public Utilities Commission. The San Francisco Public Utilities Commission has requested assistance with developing a survey of existing and developing CCAs. The report should provide details into how each program was formed, how it was marketed, how it procures and provides energy, and how rates were designed in comparison to the local incumbent utility [where applicable], including formative CCAs in California, Massachusetts and Ohio. The survey will also examine relevant CCAs in California.
