Electricity Resource Planning
The Electricity Resource Plan was drafted jointly by the Power Enterprise of the San Francisco Public Utilities Commission and by San Francisco Environment. Community residents and business representatives, with assistance from the Rocky Mountain Institute, shaped goals and identified strategies.
In December 2002, San Francisco’s Board of Supervisors approved this document as the city’s official blueprint for action.
In the interim, SFPUC has followed the ERP with a more detailed Energy Resources Investment Strategy to lay out the city’s energy options in detail, and has begun to implement projects to meet the ERP’s goals.

The Electricity Resource Plan provides a long-term vision of the City’s possible electricity future. Its companion document, the Energy Resource Investment Strategy, provides analysis and technical recommendations for the future use of energy resources within San Francisco. A 2004 revision to the Plan updates emissions forecasts based on recent analysis and projections. Minor edits have also been made in the text where appropriate.
