WSIP Construction Management Program

The SFPUC’s $4.3 billion Water System Improvement Program (WSIP) will repair, replace and seismically upgrade portions of the regional water system, often referred to as the Hetch Hetchy water system. The program includes improvements to the system’s aging pipelines, tunnels, dams, reservoirs, pump stations, and storage tanks. The WSIP, to be completed by the end of 2014, has finished the planning stages and is well into design, so emphasis has turned toward preparing for construction. Accordingly, the SFPUC is pleased to introduce its WSIP Construction Management Program.

The Water System Improvement Program (WSIP) Team intends to issue multiple Requests for Proposals (RFPs) for Construction Management (CM) Services. These RFPs are organized into various project specific and regional scopes of services. The currently anticipated RFPs are as follows (including the current estimated cost for the various CM Agreements and proposed advertisement dates):

Consultants should refer to the WSIP Program Management Services page for eligibility requirements associated on two large programmatic RFPs to be issued in June 2008. Some of these requirements relate to the above CM RFPs so it is important that consultants be familiar with them.

Consultants should be aware that the SFPUC will impose the following requirements and consider the following factors for the award of Agreements associated with the ten (10) CM RFPs listed herein.

  • A Consultant can be the Prime Consultant or a Joint Venture (JV) Partner on multiple CM Agreements as long as the total value of these Agreements does not exceed $50 Million. The total value of the CM Agreement (as opposed to the specific portion of the Agreement allocated to the Prime Consultant or JV Partner) counts towards the $50 Million limit;
  • A Consultant can be the Prime Consultant, JV Partner or Sub-Consultant on no more than three (3) of the ten (10) Agreements to be awarded to support the WSIP CM Program. However, that limit is increased to no more than five (5) for certified Local Business Enterprise (LBE) consultants. There is no limit for any subconsultant or vendor providing non-technical services such as communications, reprographics, janitorial and general administrative services;
  • A Consultant participating in any of the above CM Agreements cannot be a Program Management Consultant for Construction because the SFPUC will be relying on them for program-wide oversight and quality assurance;
  • If a Consultant proposes on concurrently advertised CM RFPs, they must identify different individuals for the key positions identified in these RFPs. Consultant may identify the same individuals for the other team member positions identified in the applicable concurrently advertised RFP's as long as the proposed utilization of the individual in the positions does not exceed his/her availability for proposed positions;
  • The availability of individuals proposed for all key positions identified in CM RFPs will be checked to ensure that these individuals will be fully committed to their assigned positions; and
  • The SFPUC strongly encourages Consultants to maximize the use of local resources.

Consultants should refer to the Conflict of Interest Information posted on the Contracts & Bids section of the SFPUC Website before putting together a team for the aforementioned CM RFPs. It should be noted that a Prime Consultant, JV Partner, or Sub-Consultant cannot provide CM services requested by an RFP if they have performed any final engineering design services on any of the projects covered by that RFP. In this case, final engineering services do not include geotechnical investigations (excluding preparation of interpretive reports), estimate preparation, design reviews, and value engineering reviews. In addition, a Consultant's participation on a single, limited assignment to address a specific technical issue on a project, where the work product would be independently reviewed, should not disqualify that Consultant.

The CM services for projects requiring specialty expertise (e.g., tunnels and dams) will be advertised separately in project-specific RFPs instead of being included in one of the program’s regional RFPs. The regions have been grouped to take advantage of geographical proximities of similar projects in an effort to gain economies of scale with respect to staff allocations.

Types of specialized CM personnel that are anticipated to be needed are Construction Managers, Assistant Construction Managers, Office Engineers, Contracting Specialists, Inspectors, Cost Estimating and Scheduling Specialists, Environmental Compliance Managers, and similar competent industry related personnel. Some CM personnel must have highly specialized expertise primarily in tunnel and dam construction and in water treatment plant improvements. The durations of the individual Agreements will vary but will, in general, be for a period spanning between five (5) and six (6) years. It is anticipated that the first CM Agreement (SF Region/Local) will be awarded in early 2008 with the remaining ones awarded periodically through 2008 and early 2009. The current estimate is that some CM oversight efforts will extend into 2014 or until all construction projects are completed. The “peak” period for the CM efforts under these Agreements is expected to be from mid-2009 through late-2012, depending on actual construction schedules.

In some cases, the CM Agreements will be required solely for staff augmentation reporting directly to SFPUC personnel. Additionally, City staff will be interspersed within various projects and will take the lead role on some projects where feasible. However, in a number of instances involving the more complex WSIP projects, the CM consultants to be engaged under the Agreements will assume the lead/major role and responsibilities in performing CM oversight.
