The city's General Services Agency and the Department of Public Works, in partnership with city agencies that contract with construction companies, are spearheading efforts to improve the construction contracting process by implementing the recommendations set forth by City Attorney’s Dennis Herrera’s Construction Contracting Task Force.
In 2006, responding to complaints from businesses that bidding for construction work in San Francisco and administering those projects had become prohibitively cumbersome, Herrera convened the Task Force on Construction Contracting to address problems with procedures currently in place. The internal task force was organized into four committees that worked on ways to draw the construction industry into contracting with the City by modifying procedures and ensuring that the City would engage in consistent, streamlined administration practices.
