WSIP Program Management Services

 

SFPUC staff announced at the April 22, 2008 Commission Meeting the future advertisement of two program-level Requests for Proposals (RFPs) for the Water System Improvement Program (WSIP).  These two RFPs will solicit the assistance of consultants for various program management services needed between 2009 and completion of the program in 2014/2015. 

Program Controls Consultant Services Agreement
Approximate Value:  $18-20 million
Advertised: June 19, 2008

Purpose:  Provide programmatic scheduling, cost engineering, forecasting, change management, and reporting assistance.

Potential Scope Elements

  • Project schedule and cost control staff augmentation
  • Change management/control support
  • Cost estimating expertise
  • Software control system expertise and support
  • Support with forecasting and projection of progress

Eligibility Requirements:

  • Contract-specific eligibility requirements will not be imposed for this Consultant Services Agreement.
  • Consultants who have been involved in the WSIP, including involvement in design, program controls, construction management (CM), and program management activities, may be eligible to pursue this Consultant Services Agreement.  Also, Consultants who wish to compete for CM contracting opportunities (refer to WSIP Construction Management Program) or the Program Management Consultant Services Agreement may also be eligible for this Consultant Services Agreement.
  • Consultant should refer to the Conflict of Interest Information posted on the Contracts & Bid section of the SFPUC Website and consult with their legal counsel to determine whether they have a conflict of interest under state or local laws that would preclude award of a contract.

Program Management Consultant Services Agreement
Approximate Value:  $45-50 million
Estimated Advertisement Date: Week of July 7, 2008


Purpose:
  Provide programmatic support and expertise for both pre-construction and construction activities, and provide CM oversight to ensure standardization of CM activities and consistency on how CM issues will be handled.

Potential Scope Elements:

  • Program management expertise
  • Risk management/mitigation expertise
  • As-needed technical expertise and independent technical reviews
  • Public outreach and community relations expertise
  • Labor relations assistance
  • Programmatic CM expertise in various areas such as controls, quality assurance, and contract management
  • Independent oversight of CM organization effectiveness and compliance with plans, procedures, business processes and systems
  • Implementation of CM Safety Program
  • Implementation of CM Information System (CMIS)
  • As-needed support on technical construction, work quality, change order, claim and dispute issues

Eligibility Requirements:

  • The following contract-specific eligibility requirements will be imposed for this Consultant Services Agreement:
  • Consultants who have been involved in the design of any portion of a WSIP project as the “Engineer of Record” will not be eligible to compete for this Consultant Services Agreement.  The Engineer of Record in this case is defined as any Consultants (including Prime Consultants, Joint Venture Partners and Sub-Consultants) who have signed at least one WSIP project drawing.
  • Consultants participating in any of the ten (10) agreements outlined in the WSIP Construction Management Program will not be eligible for this Consultant Services Agreement.  This eligibility restriction, however, does not apply to Sub-Consultants or vendors providing non-technical services such as communications, reprographics, janitorial and general administrative services.
