The San Francisco Public Utilities Commission (SFPUC) is pleased to announce a new Local Business Enterprise (LBE) Program effective September 1st, 2006. Small and micro business enterprises located within the SFPUC’s regional service territory (South San Francisco to Hetch Hetchy) and certified by the San Francisco Human Rights Commission (HRC) can now be afforded the same construction contracting benefits on the $4.3 billion Water System Improvement Program (WSIP), as San Francisco-based certified firms.
The SFPUC has begun hosting a series of sessions for interested contractors located within the service territory (reference application form for zip codes). The sessions cover certification requirements and processes to participate in over 35 regional projects scheduled for construction within the next several years.

Basic Steps on How to Contract with the SFPUC and the City and County of San Francisco
If you are interested in bidding for any contracts as the prime contractor, the basic contracting requirements are:
- Business Tax Certificate – Tax Collector’s Office (415) 554-6718.
- Equal Benefits and Non-Discrimination Ordinance (Chapter 12B) – Human Rights Commission (415) 252-2500.
- Living Wage, Living Health and Prevailing Wage Program -- Office of Labor Standards Enforcement (415) 554-6743.
- Bonding: The City requires a bid bond (10% of bid amount), performance bond (100% of contract award amount) and payment bond (100% of contract award amount). If you require help in procuring insurance or bonding, contact the Surety Bond Program (415) 986-3999.
- First Source Hiring / Local Area Employment (415) 554-1530.
- Local Business Enterprise (LBE) Program – Human Rights Commission (415) 252-2500. The City requires that a certain percentage of certified LBEs be utilized on contracts.
