Street Light Construction Standards

All street light installation projects must comply with SFPUC/DPW street lighting construction standards that are summarized below.

Street Light Footings

  • The concrete footing requirements shall conform to the requirements of San Francisco Department of Public Works (SFDPW) Standard Plan 87,212 for steel street light standards and SFDPW Standard Plan 87,208 for concrete street light standards. The class of concrete used for foundations shall be Class 7-4000-1 ½ with 4-inches maximum slump.

  • The base leveling requirements shall conform to the requirements of SFDPW Standard Plan 87,212 or steel street light standards and SFDPW Standard 87,208 for concrete street light standards.

  • The wiring for the street light shall conform to the requirements of SFDPW Standard Plan 87,203.

Wiring

  • Except as noted, all wiring methods and equipment construction shall conform to the National Electric Code (N.E.C.) and applicable sections of the Standard Specifications, Bureau of Engineering, Department of Public Works, City and County of San Francisco.

  • All splices shall be made in accordance with SFDW Standard Plan 87,204.

  • Unless authorized otherwise, all wiring for street lights shall be No. 10 American wire gauge (AWG) solid copper and No. 8 AWG or larger. All wiring shall be stranded copper, insulated for 600 volts with Type THW insulation. All wiring shall be of the following sizes:

  • All fixed wiring: #8 minimum (N.E.C.)

  • Pull box street light: #10 minimum (N.E.C.)

  • All wire in pole: #10 minimum (N.E.C.)

  • All street light wiring shall be installed in a rigid steel conduit below grade, under the sidewalk. Overhead wiring is not acceptable.

Photocells

  • For street lights equipped with photoelectric control, the photocell shall be Type IV consisting of a photoelectric unit which plugs into an NEMA twist lock receptacle integral with the luminaire.

  • The photoelectric controls shall be operable within a minimum voltage range between 105 and 305 volts. All photoelectric controls shall be oriented to the north.

  • Photoelectric controls for luminaires shall be Dark to Light Model #D124-1.5-SM or approved equal having an instantaneous turn on at 1.5 + 0.3 foot-candles and having a turn off/on ratio of 1.5:1

  • Lamp color temperature shall be in the range of 3000K +/- 300K.

Conduit

  • Conduit shall be 1 ½-inch hot-dip galvanized rigid steel as indicated in Section 601 of Standard Specifications, Bureau of Engineering, Department of Public Works, City and County of San Francisco.

  • All steel conduit and other metal parts, including bonding bushing, shall be hot-dip galvanized and shall be N.E.C. approved parts and shall be continuously bonded and grounded per N.E.C. requirements.

  • All bends and/or offsets shall be made with factory sections using approved couplers per N.E.C. requirements.

  • All empty conduits shall have a one-quarter inch polypropylene pull rope provided inside and sealed with a duct seal, approved by SFPUC USD, on both ends of the conduit.

  • The ends of all conduits installed shall be sealed with a duct seal approved by SFPUC USD. Conduits stubbed for future extension shall be capped.

Pull Boxes

  • All pull boxes shall be per SFDPW Standard Plans 87,201 and 87,202 and shall be installed within five feet of the base of all street light poles.

  • All pull boxes shall be installed per SFDPW Standard Plan 87,201 and 87,202.

  • Pull boxes shall not be more than 250 feet apart on long runs.

  • Pull boxes shall not be placed where they will be subject to vehicular traffic.

  • All pull box covers shall be inscribed with first line, “STREET LIGHTING”, and the second line, “120/240 VOLT”. Letters shall be 1 inch and made with ¼-inch wide strokes. Letters inscribed in concrete lids covers shall be made with 1/8-inch (minimum) deep imprints. Legends in steel covers shall be made with weld bead letters.

  • All pull boxes shall be installed with crushed rock pad as shown on SFDPW Standard Plans 87,201 and 87,202.

Additional SFPUC Standards

  • When installing streetlight on paved sidewalk, it shall be installed 6-inches away from the curb, and have 3'x6' concrete flag, N-16 pullbox, and 6" concrete border.
