The San Francisco Public Utilities Commission (SFPUC)’s Floodwater Grant Program (“Grant Program”) helps property owners in San Francisco minimize the risk of property damage due to flooding from rainstorms. We encourage you to take advantage of the Grant Program and prepare your property for storms. Funding is available on a first-come-first-served basis, so submit your application today, and get ready for the rainy season.
In response to feedback received from property owners, along with extensive input from various City agencies including the Department of Building Inspection and the Mayor’s Office, the SFPUC has identified several ways to expand and improve the existing Floodwater Grant Assistance Program, which reimburses eligible property owners for making improvements on their properties to help protect against flooding caused by rainstorms. Are you applying for a Grant, and don't have ideas what projects might work for your property? Here are some considerations:
We have developed a list of example concepts for special projects. Go through the list and find out what works best for you. Also, a property owner may propose special projects that are not included herein. This document may be used just as a starting point. We highly recommend that applicants work with their engineer and/or contractor to identify the appropriate project type for their property. This information is not intended to recommend any one project type over another, nor is intended to be a comprehensive list.
Don't know who to work with?
The Grant Program is being expanded and revised to make it even more accessible to property owners. One area of emphasis is making it easier for property owners to identify contractors who may be able to perform the floodproofing-related work. SFPUC is in the process of developing a list of qualified contractors, which we hope to make available soon. In the meantime, as an interim resource for potential grant applicants, we are providing this Assistance in Selecting Contractors document that provides a list of the contractors who have bid on projects that were submitted for funding through this Grant Program by other applicants. Please note the list consists of contractors who have submitted bids but not necessarily completed any projects. SFPUC does not endorse or otherwise recommend these particular contractors. We are providing the list simply as a reference point.

An Applicant may apply for multiple projects of multiple types, as relevant to their property. These may be submitted in a single application or separate applications.
Each application will be reviewed and evaluated on a case-by-case basis, and projects that meet the Grant eligibility criteria will be funded on a first-come-first-served basis. Grants will be available until funds are exhausted.

For various types of projects, as referred to within the Grant Requirements and Terms mentioned above, you will be working with the Department of Building and Inspection for a plumbing survey. Grant applicants must contact DBI’s Plumbing Inspection Division by phone directly at 415-558-6058. Do not request the survey over-the-counter or through the general phone line as this may cause delays.
Are you a renter in SF?
While this grant program is geared towards property owners, as a renter, you certainly can work with your landlord to assist them take advantage of the grant, and help minimize floodwater entering the property where you are living/working.
