RFB MemberHoward Ash
Appointed by the Board of Supervisors
Howard Ash is an energy & utilities economist with over 25 years of experience in industry, government and consulting. Currently with Chevron, his career includes stints with the U.S. Department of Energy, Pacific Gas Transmission Company and the World Bank. He holds a Bachelor of Science degree from Yale and a Master of Science in Engineering-Economic Systems from Stanford.

Appointed by the Mayor
Kevin Cheng is a former principal management consultant developing and executing strategy and operation work for major Fortune 500 corporations, with particular expertise in project management. He is currently the managing partner of a San Francisco based development company. He holds a Bachelor of Arts degree from Princeton.

Theresa KaoTheresa Kao
Appointed by the Controller
Theresa is the Citywide Budget Manager for the Controller’s Office. She received her BA from Providence University in Taiwan, and received a Master of Business Administration degree from Golden Gate University in San Francisco. Prior to joining the City, Theresa served as the Budget Analyst for San Francisco Unified School District and worked in the private sector for more than a decade.

Jamie QuerbinJamie Querubin
Appointed by Director, Office of Public Finance
Jamie is a Bond Associate at the San Francisco Controller’s Office of Public Finance. She currently helps manage the City of San Francisco’s $3.0 billion debt portfolio, which finances infrastructure projects including seismic improvements, hospitals, public parks, and affordable housing. Prior to joining the Controller’s Office, Jamie was a San Francisco City Hall Fellow. She received her BA from Stanford University.

Mirian Saez
Mirian Saez
Appointed by the City Administrator
Mirian Saez is the Director of Island Operations of Treasure Island. Her professional career spans over 30 years in the area of housing and property management in both the private and government sectors. She holds a Bachelor of Science degree in Public Administration from Miami University in Oxford, Ohio and a Master of Business Administration degree from Wheeling Jesuit University in Wheeling, West Virginia. As a Fannie Mae Foundation Fellow, Ms. Saez attended Harvard University, Kennedy School of Government’s Senior Executives in State and Local Government Program.
