Balboa Reservoir Development Opportunity

The Balboa Reservoir Site is currently owned by the City and County of San Francisco through the San Francisco Public Utilities Commission (SFPUC). The SFPUC seeks to select a developer to acquire the property and develop it to:
  • Create a mixed-income housing project that maximizes the amount of affordable housing for low, moderate, and middle-income San Franciscans, while enhancing the communities around it;
  • Provide the SFPUC’s water utility ratepayers with fair market value for this utility asset, as required by the Charter and applicable law; and
  • Engage with surrounding neighborhoods to enhance the quality of life of those who live, work, study, and visit in the surrounding area.

The Office of Economic Development (OEWD) is coordinating the developer selection process on behalf of SFPUC. As a first step to being considered for this opportunity, prospective development teams must respond to the Request for Qualifications (RFQ) described below.

This website will be updated periodically as the developer selection process progresses. Interested parties are encouraged to check the website regularly for additional information, new documents, and possible schedule changes.

 

 

REQUEST FOR QUALIFICATIONS (RFQ)

The RFQ is the first step in the developer solicitation and selection process. Its objective is to produce a “short list” of up to three development teams that are most qualified to develop the Balboa Reservoir site. Any prospective development team may respond to the RFQ and will be considered so long as its application is complete and is submitted prior to the deadline. An evaluation panel will review and score the responses, and a "short list" of respondents will be invited to respond to a subsequent Request for Proposals (RFP) process. The RFQ, which can be downloaded using the link below, lays out the submission and evaluation process in detail.

Any questions and requests for clarification must be submitted in writing by Wednesday, December 7, 2016 at 5:00 PM. Questions may be emailed to phillip.c.wong@sfgov.org. Written responses to the questions received prior to the deadline will be posted on this website on Wednesday, December 21, 2016.

REQUEST FOR PROPOSALS

As described above, the RFQ process will result in the selection of a “short list” of development teams that will be invited to respond to a Request for Proposals (RFP).

The RFP, RFP schedule, and related information will be posted on this website once the RFQ process has concluded.

PUBLIC PARTICIPATION

Respondents to the RFP (the “short-listed” development teams invited to submit proposals in the RFP process) will be required to present their proposals publicly at an open community meeting. Comments about these presentations will be taken into account in the evaluation of proposals.

This meeting will be scheduled, and related materials posted online, once the RFQ stage has concluded and the RFP stage has commenced.
