All projects and activities on the Alameda and Peninsula Watersheds, as well as the SFPUC Rights-of-Way (ROW) lands in Alameda, Santa Clara, and San Mateo Counties must be reviewed for several reasons.
First, it is the stated policy of the San Francisco Public Utilities Commission (SFPUC) that all projects occurring on the Alameda and Peninsula Watersheds shall be reviewed for conformity with the Watershed Management Plans and compliance with environmental codes and regulations.
- To ensure that all future land management decisions and uses remain consistent with the goals and policies set forth in this Plan, all proposed plans and projects on the watershed...shall be analyzed for compliance with the goals and policies set forth in the Watershed Management Plan and must undergo this review process prior to being approved or denied.
- Proposals for new facilities, structures, roads, trails, projects and leases, or improvements to existing facilities shall be reviewed by appropriate SFPUC personnel to ensure compliance with all applicable Federal, State, and local laws, as well as SFPUC rules and regulations.
In addition, the Land and Resources Management Section (Natural Resources Division) in responsible for land management of the SFPUC suburban ROW lands.
To expedite this review, the SFPUC has established a project review team consisting of LRMS, BEM, WQB, RES and the City Attorney's Office. This multidisciplinary team reviews projects and activities for consistency with SFPUC policies and plans, and compliance with environmental regulations.
To have your project or activity scheduled for Project Review, you must complete the attached application form. The purpose of this form is to provide a clear and complete description of your project to the project review team. In reviewing the proposed project, the team may indicate that modifications or mitigation are necessary so that the project is in keeping with the Watershed Management Plans, other SFPUC policies and plans, and to ensure compliance with environmental regulations. A complete project description will facilitate a more expeditious review by providing the project review team with the necessary information to shepherd the project through the regulatory and planning process.
It is the responsibility of all SFPUC personnel who manage projects on the watershed that involve construction, digging or earth moving, clearing, installation, the use of hazardous materials, or other disturbance to watershed resources, or the issuance of new or revised leases and permits arrange for review of the project by LRMS and BEM.
The project review process consolidates and improves the coordination of the review of projects that has taken place in the past. Monthly "Watershed Project Review" sessions will be scheduled on the last Wednesday of every month at the WSTD facility at 1657 Rollins Road in Burlingame. In reviewing the proposed project, LRMS and/or BEM may indicate that modifications or mitigation are necessary so that the project is in keeping with the Watershed Management Plans and to ensure compliance with environmental regulations. Therefore, it is important to schedule projects for review at the earliest opportunity.

The application is short, simple, and focused on obtaining a complete project description to facilitate a more expeditious review. All applications must be submitted at least two weeks prior to the meeting date for the project to be reviewed. The project review application is attached below.
