Presentations and Discussion: Barbara Hale who is the Assistant General Manger for the SFPUC Power Enterprise gave a presentation on the Power Enterprise’s 2008/09 budget and an update on the Solar Incentive programs and CCA.
Ms. Hale said that the PUC 2008/09 budget allocation for the Power Enterprise divided into 5 main categories: 3.9 millions for administration, 4 millions for Infrastructure group, 35.6 million for power purchasing and scheduling (33 million will be used for power purchasing), 2.6 million for retail and service and 2.6 million for the field service and street lighting group.
Ms. Hale said that the SFPUC Power Enterprise is continuously working on rate reform to ensure steady revenues for the SFPUC. Besides working on projects like the Combustion Turbine, an internal reform has also been discussed to best accomplish the SFPUC mission.
Ms. Hale then moved on to the Solar Incentive Program. She said if everything goes according to plan, the first payout from the Solar Incentive program will be coming up soon. She added that $3 million has been allocated to the project to encourage residents and businesses to install solar. Homeowners can get a rebate from the state and may be able to get a loan from the city to offset the cost. She also mentioned the Mayor’s announcement to place the solar incentive initiative on the ballot.
There has been concern regarding whether the Solar Incentive program can work with CCA program. Ms. Hale explained that the CCA is neutral with respect to the provider of electric power. It will complement well the Solar Incentive program.
She also said that the CCA program under the PUC Power Enterprise has received applications for the director and filled the secretary positions. The new director will interview and hire two energy analysts.
