MINUTES

Tuesday, February 1, 2005
5:00 p.m. - 7:00 p.m.
1155 Market Street, 4th Floor Conference Room

Members present:  Alex Lantsberg – Chair, David Pascal, David Hochschild, Ken Monteiro

Staff Present:  Suzanne Gautier, Jim Marks, Barbara Hale, Fred Schwartz, Kim Knox, Gary Oto

City Attorney:  John Roddy

The meeting was called to order by Chair Lantsberg.  After a short welcome and introductions, the floor was given to Barbara Hale, AGM Power Enterprise for a presentation on the San Francisco Electricity Resource Plan/Solar Focus.

Items discussed in the course of the presentation included:  The MECA – Mayor’s Energy Conservation Account and the SFPUC relationship to that account; the lawsuits involving our relationship with PG & E and the constraints of our interconnect with PG & E; efforts to find alternative funding for the Combustion Turbine projects; the permitting process for new solar projects in the City and what the CAC might do to help expedite that process, and how CAC members may help that effort.

There was a discussion about the nature of funding projects for the Electric Reliability Project; the distinctions between “hard” and “soft” costs, planning money, construction money and how a revenue bond must have a revenue source to support the sale of the bonds.  There was discussion about the current state of Solar Projects in the City, including those that have been completed, those currently in planning or other active phases, and those that are being considered for the future.

A handout version of the presentation was provided to all present at the meeting.

After some discussion a motion was made by Alex Lantsberg and seconded by David Hochschild that the San Francisco Public Utilities Commission put 15 million dollars into the MECA for FY 2005/2006 while simultaneously pursuing alternative funding for the Electric Reliability Project.

Motion passed by unanimous vote of members present.

Gary Oto will provide information about the Moscone Project in response to a request from David Hochschild.

Public Comment included:  Winchell Hayward on the limitations P G & E places on our ability to generate hydroelectric power; Shauna O’Donnell asked for clarification of slides 10 and 15; Cathleen Sullivan asked about Community Choice Aggregation; Peter O’Donnell talked about the siting of the CT’s and asked for clarification of the use of funds from the MECA.  He also asked about the Power Enterprise Business Plan.

Future meetings of the Energy Subcommittee were then discussed and a tentative schedule of topics include:  March – Community Choice Aggregation

April – The SF Energy Reliability Project

May – Power Enterprise Business Plan

David Pascal motion to adjourn at 7:00pm – unanimously approved.
