1. Call to order - 5:43 p.m.

5. Pollution Prevention Update – Meg Gale did an update on the SFPUC’s Pollution Prevention Programs, the educational campaigns and public outreach efforts, and talked about “Pollutants of Concern”.

Questions and Comments
* Asked what the SFPUC had done about controlled substances at the last drop-off event
ANSWER: We took them. This year, we will have a sign that says “no controlled substances”.
* Asked whether there is a plan for establishing occasional pick-up
ANSWER: The Department of the Environment is trying to find one permanent location.
* Asked whether there will be a workshop where a rain barrel expert would explain the installation
ANSWER: Yes, there will be a workshop at the Eco-Fair in October who will do a demonstration on rain barrel installation.
* Isn’t a permit required?
ANSWER: Not for the rain barrel, but installation of within the property.
* Suggested that water re-use be one of the criteria for the Pollutants of Concern.
* Commented that the Calendar promoted the use of pesticides and fertilizers.
ANSWER: The calendar promotes less toxic ways of gardening.
* Suggested to combine the Watershed Map with the Clean City Map.
* Mentioned that the SFPUC participated in the coastal cleanup day last year and asked if the SFPUC would be participating this year.
ANSWER: Yes, we will be participating, vanpooling volunteers to the site.
* Asked about the readings of pharmaceuticals in the effluent.
ANSWER: We don’t have extensive program right now. We participated in one study conducted by the Federal Government about the presence of narcotics.
* Asked whether there would be ongoing education for pharmaceutical drop off –nothing much has been done since the last drop off.
ANSWER: The hope is to get one permanent location. Pharmacies are not willing to participate.
* Suggested that the SFPUC should talk to the Planning Department for conditional use permits on all projects of this sort.
* Asked about outreach for the Big Blue Bucket Eco-Fair.
ANSWER: Showed the proof for the bus ad.
* Asked whether the pollutants of concern would be incorporated into the Master Plan.
ANSWER: We didn’t address that. We are trying to anticipate the future. We don’t have water quality standards for these. We are looking at the processes we can add to take care of the emerging pollutants/contaminants. We always have to be in compliance with our permit and regulations and do what it takes, and do it the best possible way.
* Asked about the impetus of the Emerging Pollutants project.
ANSWER: It’s a methodology to get the list of pollutants. The time-frame for developing the methodology is end of December ’08. Our permit requires that we identify the pollutants.
* Asked whether the Emerging Pollutants project was a permit requirement.
ANSWER: Yes.
* Asked whether environmental criteria will be more heavily weighed since the driver is the permit.
ANSWER: Each of these categories will have their own weighting. We recognize that we need environmental criteria.
* Suggested that the public be involved.

No action was taken.

3. Minutes – July ‘08 Regular Meeting minutes have been approved.

4. Public Comment - No public comments

6. Staff Updates: SF Sewer System Master Plan and Wastewater Enterprise

Sam Murray did an update on the status of the Digester Task Force:
* We will be asking the community and a member of the WWCAC to be involved.
* They have to come to a meeting once a month for 12-18 months.
* There will be representatives from businesses and residences.
* We will create fact sheets and materials to give people more understanding about the process.
* We will provide a list of proposed members at the September ’08 WWCAC meeting.
* The Task Force will be comprised of 9-11 people.
* It will be a working Task Force.

Questions and Comments
* Mentioned that some people were just meeting goers.
* Suggested to seek out organizations instead of individuals.
ANSWER: Some of the organizations we have contacted are:
- Bayview Merchants
- Project Area Committee
- Ministers
- Southeast Community Facility
- SWAC
- Immediate neighbors: Ethan & Allen, the Pet Camp.
* Asked whether the SFPUC designed steps for the next 12-18 months.
ANSWER: One criteria is that they have to take a tour of the plant. We want to have people from the plant come and talk.
* Asked if the SFPUC thought about asking organizations to give a few names.
ANSWER: The Southeast Commission gave two names.
* Suggested that each group has an alternate.
* Suggested the Task Force should have people known and trusted to be on the group.
* Asked what the goal of looking at the list was
ANSWER: To get the WWCAC’s input and see if others could be included in the Task Force.

Sam Murray added that there will be a lunch during the day where at least one person from close to 40 organizations would be invited. We will be giving them a chance to speak with the General Manager. We are creating an event designed to listen to the attendees instead of a presentation style. The lunch will take place end of September.

7. Comments, suggestions and requests for future agenda items by members of the Wastewater Subcommittee, staff and general public.

* New Developments in Hunters Point and Mission Bay – incorporation of LID components. The members mentioned that the subject could perhaps be discussed in November.
* Update on Mission Bay stormwater/graywater system.
* Inner Mission stormwater treatment capture.
* Surplus property at 17th and Folsom.
* Greg’s work in the inner Mission
* EIR of the Master Plan
* One of Rosey Jencks’ brown bag presentations: Geologic Abatement District.
