1. Call to order- 5:38 p.m.

2. Roll Call- See above.

3. Minutes – April ‘08 Regular Meeting minutes have been approved

4. Public Comment

* Ruth Gravanis mentioned that she hoped the group would comment on the Better Streets Plan

5. LID Update – Sarah Minick did a presentation on SFPUC’s Stormwater Management programs and activities, including Urban Watershed Planning Design Charrette, Stormwater Design Guidelines (SDG), Better Streets Plan and Rainwater Harvesting:

* Sarah asked Wastewater CAC members to provide feedback on the SDG draft by August 1.
* There will be a public outreach event for SDG in mid-August or September ‘08. The draft for the public will be provided in August ‘08.

Questions and Comments
* Asked to have a copy of the Rainwater Harvesting MOU.
* Asked to have the Rainwater Harvesting Brochure linked on www.sfsewers.org as well.
* Suggested to do outreach with Cole Hardware, Flora Grubb and Sloat Gardens.
* Suggested for a short video for Rainwater Harvesting Campaign launch
ANSWER: SFPUC Communications has in plan to develop a video and post online.
* Asked Sarah to do a presentation in front of the full CAC.
* Mentioned that the WWCAC should create a letter to comment on the Better Streets Plan. Asked to include this as a potential agenda item for July.

No action was taken.

6. Wastewater Enterprise Asset Management and Workforce Planning and Development Update – Karen Hurst held a presentation and outlined the state & future of the SFPUC’s asset management and workforce planning and development.

* Karen mentioned that there might be a lull between the end of the 5-Year Wastewater Capital Improvement Program (5-Year CIP) projects and the Master Plan projects.
* Only the most critical projects are chosen from the 252 projects identified.

Questions and Comments
* Commented that based on the May 27 meeting, the Commissioners seemed to be more in consensus and with a desire to move forward.
* Commented that perhaps with the more money needed another Capital Improvement Program could be launched and work on the critical projects can get going.

No action was taken.

7. Staff Updates: SF Sewer System Master Plan and Wastewater Enterprise - Tyrone Jue gave an update as follows:
* We had a successful Commission meeting on May 27. The Commissioners almost gave their approval for the Master Plan. We are now getting ready for having an approval and move to Environmental Impact Review (EIR).
* We want to come back to the next meeting with names for the Digester Rebuild Task Force.
* We are planning on holding a breakfast with the Southeast Community leaders for the Task Force.
* We asked the Commissioners for more money for the 5-Year CIP projects –especially the critical ones.

Questions and Comments
* Asked Steven Smith to provide a one-page summary of the EIR process related to the Master Plan.

8. Comments, suggestions and requests for future agenda items by members of the Wastewater Subcommittee, staff and general public.

* FOG Ordinance could be included with the FOG Update.
* Rate Study Scope could be combined with Future Financial Projections and Capacity Charge.
* Green Building Ordinance could be combined with Assistance from City agencies on collaborative projects and Enhanced Project Review, which is a Sewer Users Management Plan.
* Better Streets Plan and Recycled water on Westside could be one topic for discussion.
