1. Call to order- 5:48 p.m.

5. Capital and Maintenance Projects Update
* 5-Year Wastewater Capital Improvement Program (5-Year CIP) Update

Manfred Wong provided a brief update with a PowerPoint Presentation based on the 5-Year CIP 2nd Quarterly Report. Some excerpts are:
* The program started 2.5 years ago.
* 16 projects under the Sewer Improvement category with spending plan of $85million and 23 projects under the Aging Infrastructure and Odor Control category, with spending plan of $75million.
* Projects are overall within budget and schedule.
* One of the biggest projects to get started is the Cesar Chavez Sewer Improvement Project.
* Another big project is the Sunnydale Auxiliary Sewer Project, that will go from Visitacion to Candlestick Park, go under CALTRAIN’s property, and the pipe will be of 9-12” in diameter. It’s in 30% design phase.
* Channel Pump Station Odor Improvement Project is an important project under the Aging Infrastructure/Odor Control category and will improve odors in the area.
* We are running out of money. There are additional projects that we would like to tackle depending on the Master Plan schedule.

Questions and Comments
* Asked whether there will be any greening project included with the Cesar Chavez project.
ANSWER: We are having discussions with the Planning Department about beautifying the area, and also MUNI. The consultant is looking at LID opportunity. We are looking at how we can join LID with the Capital Improvement Program (CIP) process.
* Asked if stormwater would be targeted separately with this project.
ANSWER: It’s an enlarged system, and we would be enlarging the capacity of the system.
* Asked to get information on the old and new sewer pipes.
* Commented that the neighborhood is organizing and that it would be good to coordinate with the community.
* Commented that it would be good to provide a fact sheet and/or information to the neighbors.
ANSWER: We are on the early stages of the design phase and will be doing public outreach in collaboration with the other City departments who would be working in the same area.
* Asked how did the costs divide.
ANSWER: The design is done in-house, and construction through contractors.
* Asked how Norcal was involved in this project.
ANSWER: We are going through their property (under the street).
* Asked if the CAC can in any way get involved on the LID projects.
ANSWER: You could provide suggestions.
* Asked about Yosemite Slew clean-up.
ANSWER: The Environmental Protection Agency (EPA) is involved on that.
* Asked that next time a 5-Year CIP Update is given, Bessie Tam can come to give details on the Cesar Chavez project.
* Asked why the Channel Pump Station project went from $2.2million to $10million.
ANSWER: We combined Phase 1 and Phase 2 into one project.
* Asked about the Portola Sewer Project and the coordination of the sewer work with DPW
ANSWER: That’s a Repair & Replacement Project. Design, Construction Management and Public Affairs are done by the Department of Public Works (DPW).
* Asked if the budget lists those projects that DPW handles.
ANSWER: No.
* Corinne Woods commented that they would like to have a presentation with the Mission Creek/Mission Bay CAC about the Channel Pump Station project.
* Yes, we can coordinate with you for a presentation.

* Update on the state of the maintenance and improvements at the Southeast Plant (SEP)
Tony Flores provided a brief update as follows:
* Our facilities are old.
* 50% of the work orders go to the SEP
* Our challenges are aging infrastructure and staff budgeting.
* Channel Pump Station is 30 years old.
* We currently have various “dry-weather” “A” priority projects.
* There have been some changes: reorganization and staff changes.
* We bought a lot of the equipment needed.
* We met permit standards.
* We computerized our management system.
* We are doing well on the state of maintenance.

Questions and Comments
* Asked whether Herb Dang shared the budget and work plan he developed.
ANSWER: Yes. Most of the dry-weather projects couldn’t be done because of budget and 30% vacancy. We hope to accomplish the “A” projects.
* Asked if a matrix could be provided.
* Asked about the cosmetic state of the plant.
ANSWER: Improvements to landscaping have been done.
* Commented that the Mayor wants a total $5million for street sweeping.
ANSWER: It’s going to be difficult to find that.
* Asked about the hookup fees.
ANSWER: That’s capacity charge and we can talk about that later.

No action was taken.

3. Minutes– March‘08 Regular Meeting minutes have been approved

4. Public Comment

* Joan Girardot mentioned that she attended the Coalition for SF Neighborhoods (CSFN) meeting, and asked the DBI Director about the capacity fee and added that he was not able to answer the question.
ANSWER: We are collecting the money. The total collected, as of 1/30/2007 is $13,437,124 and for Fiscal Year 07-08 Year-To-Date is $4,345,995.
* Joan Girardot asked about the per/unit collection data.
* The Chair asked that a discussion on the rate study would be good and a capacity charge fact sheet be provided.
* Joan Girardot asked about the status of the stormwater issue on Doyle Drive.
* Joan Girardot asked to have the CAC meetings on schedule and not to change dates.

6. Digester Rebuild Community Planning

Tyrone Jue asked that they go into talking about who should be on the Task Force.

Questions and Comments
* Commented that someone from Port’s CAC:SWAC be a member and someone from Project Area Committee (PAC) be a member as well.
* Commented that City staff be as technical support staff
Tyrone Jue asked to get any names to be included on the Task Force.
* Asked what staff would include: Jon Loiacono, Communications, Planning, Arleen Navarret, Karen Hurst. Added that SF Environment was interested on being on the Task Force.
Karen Hurst commented that it would be important to know how many technical details would be shared.
Tyrone Jue asked if there should be a WWCAC member in the Task Force.
The Chair suggested that it would be good for continuity.
Jon Loiacono mentioned that he would be asking the Commissioners for their blessing on the Task Forces, hiring a consultant for the digesters and the EIR.

No action was taken.

7.  Hunters Point (HP) Decentralized Study – overview and action item

The Chair mentioned that the SFPUC received $75,000 to do a study on HP.

Tifanny Bohee from Office of Economic and Workforce Development (OEWD) gave a brief overview on the status of the situation of the area:
*Hunters Point Shipyard and Candlestick Point are two integrated developing projects, and cleaning is underway. There is a complete rebuild of housing in the area. We are trying to revitalize retail and do habitat restoration. There is significant park program considered. We are hoping to be done with EIR in Summer 2009. We want to have an early read from the citizens. We are at the  very early stages and just met with Jon Loiacono and Arleen Navarret.
* Asked when the scope would be ready.
Tiffanny: In one month or so.
* Asked about the state of wastewater infrastructure in that area.
Stephen Proud: A lot has been pulled out. It would be as if starting from scratch.
Jon Loiacono: Sewage has always been pumped to SEP. The Navy has one dry-weather pump station.
* Asked how they are planning on evaluating the options.
Tiffanny: We are right now.
* Asked what’s being done with the 2004 Study
Stephen: If you are updating the study, then you are doing it again.
Karen Hurst commented that what’s being done is going to replace the 2004 study.
Tyrone Jue mentioned that the SFPUC would be willing to meet and work with Lennar & OEWD.
* The Chair commented that it seemed like the findings are looked at and moved forward and coordination is done.
* Commented that the SFPUC didn’t need to come up with a study. Asked if Stephen will come up with a study.
* Stephen: Yes.
* Commented that that could be shared.

No action was taken.

Corinne Woods commented that even though the agreement with Mission Bay was done 10 years ago, things are moving along: cisterns, vegetated swales. Commented that they are thinking outside the box.

8. Staff Updates: SF Sewer System Master Plan and Wastewater Enterprise

Tyrone Jue mentioned that we will give a Master Plan update/presentation to the Commission on May 27; and that a draft presentation will be provided ahead of the next WWCAC meeting and a discussion will take place at the meeting.
The chair mentioned that the content is more important and asked to get a draft ahead of the May WWCAC meeting.

Tyrone Jue mentioned the Compost Giveaway event on Saturday, May 10 at the Oceanside Wastewater Treatment Plant from 9am to 2pm.

Arleen Navarret mentioned that the Stormwater Design Guidelines (SDG) Draft will be sent to peer review mid-May.
The chair asked to have a copy sent to the WWCAC members.

David Pilpel asked whether there would be a workshop
ANSWER: To be determined.

Karen Hurst mentioned the “Interim Biosolids Plan” -- the compost program is a pilot project. We need to be aware of change of landscape, might move from Class B to Class A. She added that she could provide an update about this within 3-4 months.

9. Comments, suggestions and requests for future agenda items by members of the Wastewater Subcommittee, staff and general public.

Fats, Oils and Grease Program Update could be rescheduled to the month of June.

In May, the SDG could be discussed during the LID Update. The other agenda item for May could be the MP presentation for the Commissioners.

Judy West mentioned that she would like to hear more on the Mission Creek Corridor.

David Pilpel mentioned the EBMUD Anaerobic Digestion document.

Financial Projections and Rate Study Scope could be discussed in June.

The chair asked to have a Capacity Charge Fact Sheet provided.

David Pilpel suggested that it would be nice to have the new General Manager, Ed Harrington say a few words about wastewater.

Corinne Woods commented that since the SFPUC took wastewater management from DPW, there has been no coliform testing in the Mission Bay/Creek. She added that kayaking goes all year round, and no one knows about the stormwater overflows.
ANSWER: We could include info on Mission Bay/Creek on our beach monitoring phone hotline.

Judy West mentioned that Rosey’s LID Speaker Series on geological abatement might be good to have at one of the meetings.
