1. Call to order - 5:30 p.m.

2. Roll Call - See above.

3. Minutes – January ‘08 Regular Meeting minutes have been approved.

4. Public Comment

None

10. Comments, suggestions and requests for future agenda items by members of the Wastewater Subcommittee, staff and general public.

David Pilpel commented that he had visited the North Point Plant and suggested that more field trips be organized.

5. Wastewater Enterprise Budget Fiscal Year 2008 - 2009 - Tommy Moala did the same presentation as the one for the SFPUC Commissioners on February 15, 2008. The presentation outlined the following:
* No new proposals;
* The focus of the WWE budget is: keeping a “state of good repair”;
* An overview of the budget for the various WWE Departments such as Administration, Collection, Conveyance, Treatment and Disposal.
* Senior staff retirement.
* Biosolids hauling contract is extended.

Questions and Comments
The WWCAC members made the following comments:
* Asked what would happen if Solano County stopped wanting our biosolids
ANSWER: We’re working on this with the Regional Board
* Expressed concern that because of the hiring freeze and over-commitment on projects, there would be overtime. Asked if the SFPUC has done a comparison between saving through a hiring freeze and overtime.
ANSWER: Budget-wise, overtime would be more than double.
* Showed concerned about the LID projects being cut.
ANSWER: None of those projects would be cut.
* Asked about critical stage, the percentage of what would be done out of the ones inspected.
ANSWER: We look at what the needs are.
* Expressed concern about the state of the WWE’s budget
* Commented that there will be a presentation at the full CAC by Food & Water Watch for a resolution to ask Nancy Pelosi for money. Previously, 97% of the money came from the Federal Government, and some from the State. Commented that the WWE AGM should work with other agencies to make a case about the WWE’s budget.
* Commented on the grantwriter hired to do work for the WWE
ANSWER: The grantwriter now works only for water. That person is specialized in water.
* Commented that LID projects seem to have funding for planning and not for actual projects.
ANSWER: LID projects will be under R&R; they have to be funded by a program/project; LID is how the SFPUC does business, it is part of the design.
* Commented that the only action item the WWCAC can take now would be on reinforcing the resolution taken on “the state of good repair program”.
Tommy Moala commented that the WWCAC can assist the WWE in filling up positions.
* Asked where the hiring freeze came from.
ANSWER: Finance.
* Suggested to recommend those positions at DPW to come to SFPUC.
* Asked if there would be a benefit for the WWE to cut from different parts of the SFPUC, such as the building on 525 Golden Gate Avenue.
ANSWER: The funds for other programs, projects outside the WWE are different.
* Commented that the WWCAC should push for the grantwriter to work on WWE issues.

No action was taken.

6. WWE Update

7. LID Update, Rainwater Harvesting – following are excerpts from the information provided by Sarah Minick:
* The full draft for the Stormwater Design Guidelines will be ready in April.
* The Urban Watershed Management Charrette (on the eastside basin) will be up on the website soon. We will have the design charrette for the west side soon.
* We’re moving forward with the Rainwater Harvesting program, and got buy in from the Department of Public Health and the Department of Building Inspection.
* There is no permit requirement for installing rain barrels for irrigation.
* The draft for the Better Streets Plan will be available sometime in March. There will be a $100,000 grant challenge with specific PUC criteria in order to win the prize.

Questions and Comments
The WWCAC members made the following comments:
* Suggested to include Darla Inglis in the charrette.
* Asked about impact of using rain barrels and incentives for users.
ANSWER: Currently no incentives in place.
* Commented that they would like to see (when available) the charge for stormwater management on the bill.
* Asked why rainwater cannot be used for laundry
ANSWER: Due to body contact.
* Suggested that a program be developed and technical assistance be provided.
* Asked to see drafts of any documentation and written materials for review by the WWCAC.
* Commented that City agencies give their approval for a project, but does not provide assistance.
* Suggested to bring in Frank Lee to speak about some of these issues.
* Suggested to get into the market for the rain barrel program and advertise it to the roof & plumbing repair groups.
* Asked about the Green Building Ordinance and suggested that it could be included as an agenda item for the next month’s WWCAC meeting.
* Suggested that the SFPUC develop a policy about the Better Streets Plan and get something out of it.
ANSWER: The SFPUC is developing a policy right now, looking at what would be a candidate for a LID project – modeling after Seattle.
* Commented that the (Better Streets Plan) grant should be spent on community based projects.
* Requested to have more information at the next quarterly LID update.

Amy Chastain asked about the Bayside Permit passed two weeks ago.
ANSWER: Arleen Navarret would be the person to speak with on the subject.

No action taken.

8. SF Sewer System Master Plan Update (technical, programmatic, planning) by Jon Loiacono:
* During the transitional period, reviewing the selection process. The draft will be done in March/April and presented to the Commissioners.

Questions and Comments
The WWCAC members made the following comments:
* Asked if the MP team will meet with the TAC again.
ANSWER:  Yes.
* Asked about the community planning process for the digesters.
ANSWER: We didn’t go to the Commissioners yet.
* Commented that we have to start the public process as soon as possible, and asked what needs to be done in order to get this started.  Expressed concern about getting buy-in from commissioners on public involvement process for digester project.
* Expressed concern about losing opportunity on backlands.

ADDITIONAL COMMENT: Suggested that every agenda item should be an action item.
