1.  Call to order- 5:45 p.m.

2.  Roll Call- Alex Lantsberg, Richard Hansen and David Pilpel were present. Jennifer Clary and Judy West were absent.

SFPUC Staff present- Bonnie Jones, Idil Bereket, Tyrone Jue, Tom Franza, Karen Hurst, Jon Loiacono and Iris Martin Lopez

3.  Minutes- October and November minutes will be approved in January.

4.  Public Comment- No public comment at this time.

5.  Sewer System Master Plan

Public Outreach
Iris Martin Lopez with SFPUC Communications updated the members on 2007 public outreach for Wastewater Enterprise

- SF Sewer Master Plan next round of public workshops will be in January 2007.

- A second educational wastewater kiosk will be displayed next Spring at local libraries and community centers.
- Creating a wastewater educational video
- Continuing public outreach for the 5-Year Wastewater Capital Improvement Program
- In early Spring the Communications Division will be doing a round of road shows to discuss the proposed 2007 wastewater and water rates

Recap of the SF Sewer System Master Plan Commission Workshop and Technical Planning
Jon Loiacono with Wastewater Enterprise provided an overview of the SF Sewer System Master Plan November 14th Commission workshop.  The Commission advised staff to look at areas of asset for Low Impact Develop (LID) projects.  Jon expressed that this will need to be evaluated further.

Questions and Comments on the SF Sewer System Master Plan
The WWCAC members made the following comments:

* What methodology was used in Seattle?  Seattle Public Utilities hired an economist to look at cost of projects to determine if they should move forward with cost and benefits.

* How is staff determining benefits?  This has not been determined yet.

* What’s the timeline for benefits?  The Master Plan core team will meet on December 1st to develop a program with a timeline.

* Expressed frustration and encouraged staff to get support from Senior Management and Commission to move the Master Plan forward.

* Advised staff to make sure LID does not get lost in the Master Planning process.

* Encouraged staff to put what is needed in the Master Plan upfront

* Develop LID more in detail

* Share presentations and outlines with the WWCAC; they are the Master Plan’s biggest advocates.

* Asked for a quick recap of the SF Sewer Master Plan Technical Advisory Committee (TAC) meeting on November 6th?  The TAC advised staff to exhibit the Commission presentation more precise to the public.

* Commented on the Sustainable Watershed Alliance (SWAle) letter. Asked if SFPUC will respond to the letter.  Jon Loiacono expressed that staff will discuss the letter at a later date.  Alex Lantsberg, Chair of SWAle notified everyone that the letter has been updated.

* Requested copies of any future materials distributed to the TAC and Commission.

Joe Boss with Dog Patch, expressed that he recently reviewed a City Planning document stating that the SFPUC had no plans regarding sewer whole land use with properties in the Central Upper Waterfront and Show Place Square?  The SFPUC will work with the City’s Planning Department to review the report.  

Tom Franza, Assistant General Manager, Wastewater Enterprise stated that the City’s sewers can handle the capacity of new development.  Engineers are working with the Planning Department, Department of Building and Inspection to change the “look of the world.”

Mr. Boss continued to comment that developers in Mission Bay do not use gray water within their properties especially since most buildings have dual plumbing.  Karen Hurst with Wastewater Planning explained that staff is currently creating a plan to work with developers to be a part of early development design.

6. Discussion on 2007 WWCAC agenda items- This topic will be discussed in greater detail at the January 18th WWCAC regularly scheduled meeting.

* Addressing green alternatives (before technologies are implemented in the SF Sewer Master Plan) – how to integrate Green technology and Low Impact Design into the alternatives
