The CAC Water Subcommittee meeting will be held in the Conference Room on the 4th Floor of the SFPUC Offices located at 1155 Market Street. (between 7th & 8th Streets) The Conference Room is wheelchair accessible. The nearest accessible BART station is the Civic Center Station at United Nations Plaza and Market Street. Wheelchair accessible Muni bus lines serving this location are: 5, 6, 7, 9, 21, 66, and 71. Metro Lines are F, J, K, L, M and N. For information about accessible Muni services call (415) 923-6142.

ORDER OF BUSINESS

1. Call to order

2. Approval of minutes of March 26, 2008 meeting. (See attached minutes)

3. Announcements by members and reports on other meetings

4. Public comment-matters within Subcommittee’s scope, not on today’s agenda

5. Presentation: Lake Merced Watershed Plan Update – David Behar (15 minutes)

6. Related discussion and possible action - Lake Merced Rod & Gun Club  - support closure, Tim Colen / Jennifer Clary.

a. Issue – the Lake Merced Rod & Gun Club has a low membership and occupies land on Lake Merced.  An unknown but potentially significant hazardous materials problem exists from the long use of lead shot by club members (it’s now banned). As the SFPUC takes over management of the watershed and looks at actions to improve lake levels, water quality, and recreational opportunities, the question is being posed as to whether this is use should continue.

b. Desired Result – support closure of the Club

c. Proposed Action – Adopt resolution and submit to Commission and Supervisors

7.  Staff Presentation: Development of WSIP Branding Campaign: Seeking Subcommittee input on Water System Improvement Program Graphics.  The Water System Improvement Program (WSIP) is planning on updating its graphics program to enhance outreach efforts, including updating the WSIP website pages.  

a.  Issue  - WSIP outreach materials need to be updated and utilize a consistent design – or brand – to enhance public outreach.

b. Desired result – creation of consistent and effective WSIP outreach graphics

c. Action – Comment on initial steps of program; help guide staff by completing questionnaire

8.  Discussion and possible action regarding a resolution to support the City’s recycled water program.  

a. Issue – How can we support the City’s recycled water program

b. Desired result – a statement by the CAC that they support recycled water, even if some details need to be worked out

c. Proposed Action – Attached resolution, once adopted, can be used by PUC staff to show support for their program, and can be forwarded to the Commission and the Supervisors for the same purpose

9.    Discussion and possible action on supporting of the filling of vacant appointments to Rate Fairness Board.

a.  Issue - Two of the four public seats on the 9-member Rate Fairness Board are vacant, and have been for quite some time. (Large business retail customer – Mayoral Appointment; Retail small business customer – Bd of Supervisors). This dramatically skews the rate discussions in favor of the City representatives, who are less sensitive to the impact of rates on SFPUC customers. 

b. Desired result – ensure that Mayor and Supervisors fill vacancies before next rate-setting round begins

c.  Proposed Action – resolution supporting filling of these vacancies – send in letter form to Mayor, Supervisor Peskin.

10. Discussion about future agenda items, including budget items that the Water Subcommittee would like to monitor and acquire more information about at future meetings

  • SFPUC in-city land management
  • Application of “Show me the water” legislation in SF
