Whereas, SFPUC has partnered with the North Coast County Water District to Develop a recycled water supply for Sharp Park, an SFPUC-owned property in Pacifica;
Whereas, the storage tank for the project has been proposed for placement in an area designated as a Significant Natural Resource Area that is under the management of the Recreation and Parks Department (RPD) Natural Areas Program;
Whereas, local communities, in particular those communities involved with Natural Areas management and restoration were not provided with notice of the environnmental process;
Whereas, this is the second WSIP project that has been proposed in an RPD Significant Natural Area with inadequate planning and consideration for the project's impact on unique habitat;
Therefore, be it resolved, that the SFPUC Citizens' Advisory Committee urges the Commission to recognize their responsibility as a fellow SF City Department to preserve and protect Significant Natural Areas as identified by the RPD Natural Areas Program;
Further, that projects proposed that impact or diminish the value of these areas should be subject to additional review and analysis to identify potential alternatives or mitigation;
Finally resolved, that the SFPUC, as part of its environmental stewardship program, will work with RPD's Natural Area Program, the California Native Plant Society, and other appropriate entities to identify and develop management strategies for Significant Natural Areas located on their properties.
