PROFESSIONAL SERVICE CONTRACTS

21. Discussion and possible action related to approve the selection of MWH and URS Corporation; award Agreement No. CS-884, As-needed Engineering Design Services, and authorize the General Manager of the San Francisco Public Utilities Commission to negotiate and execute a professional services agreement or, in the event negotiations are not successful or City requirements are not satisfied, to negotiate and execute a professional services agreement with the next highest ranked proposer.

Moved by Commissioner Crowley; seconded by Vice President Normandy, to adopt the following resolution; passed
(4-0 Caen, Normandy, Hochschild and Crowley) unanimously.

Resolution No. 08-0066: Approve the selection of MWH and URS Corporation; award Agreement No. CS-884, As-needed Engineering Design Services, to provide specialized Engineering design as-needed services; and authorize the General Manager of the San Francisco Public Utilities Commission to negotiate and execute a professional services agreement with MWH and URS Corporation for an amount not to exceed $3,000,000 each, and with a duration of 36 months to initiate work and an additional 24 months to complete work, or, in the event negotiations are not successful or City requirements are not satisfied, to negotiate and execute a professional services agreement with the next highest ranked proposer.

22. Discussion and possible action related to approve the selection of CH2M Hill, Inc.; award U.S. EPA grant funded Agreement No. CS-902, Water Quality Services for Contaminant Warning System Demonstration Program; and authorize the General Manager of the San Francisco Public Utilities Commission to negotiate and execute a professional services agreement.  (Carlin)

Moved by Commissioner Crowley; seconded by Vice President Normandy, to adopt the following resolution; passed (4-0 Caen, Normandy, Hochschild and Crowley) unanimously.

Resolution No. 08-0067:

Approve the selection of CH2M Hill, Inc.; award U.S. EPA grant-funded Agreement No. CS-902, Water Quality Services for Contaminant Warning System Demonstration Program; and authorize the General Manager of the San Francisco Public Utilities Commission to negotiate and execute a professional services agreement with CH2M Hill, Inc. for an amount not to exceed $2 million, and with a duration of five years, or, in the event negotiations are not successful or City requirements are not satisfied, to negotiate and execute a professional services agreement with the next highest ranked proposer.

23. Discussion and possible action related to approve Amendment No. 2 to Wastewater Enterprise Master Plan-funded Agreement No. CS-748C, Planning and Engineering Services, Sewer System (Wastewater) Master Plan.

Moved by Vice President Normandy; seconded by Commissioner Hochschild, to adopt the following resolution; passed (4-0 Caen, Normandy, Hochschild and Crowley) unanimously.

Resolution No. 08-0068:

Approve Amendment No. 2 to Wastewater Enterprise Master Plan-funded Agreement No. CS-748C, Planning and Engineering Services, Sewer System (Wastewater) Master Plan, with the Brown & Caldwell, Carollo Engineers, Metcalf & Eddy, Joint Venture (BCM Joint Venture) to help develop the Sewer System Master Plan and identify long-term strategies for mitigating localized flooding; and authorize the General Manager of the San Francisco Public Utilities Commission to execute this amendment with no increase in contract amount, and with a time extension of 8 months for a total agreement duration of 44 months.

24. Discussion and possible action related to approve Amendment No. 1 to six (6) Wastewater Enterprise Master Plan-funded Agreements, and authorize the General Manager of the San Francisco Public Utilities Commission to execute these amendments.

Moved by Vice President Normandy; seconded by Commissioner Hochschild, to adopt the following resolution; passed (4-0 Caen, Normandy, Hochschild and Crowley) unanimously.

Resolution No. 08-0069:

Approve Amendment No. 1 to six (6) Wastewater Enterprise Master Plan-funded Agreements with members of the Technical Advisory Committee (TAC) for the Sewer System Master Plan project as follows: CS-768ARobert Gearheart CS-768B David Jenkins CS-768C Michael Josselyn CS-768D Cecil Lue-Hing CS-768E Joe Middlebrooks CS-768F George Tchobanoglous, and authorize the General Manager of the San Francisco Public Utilities Commission to execute these amendments with no increase in agreement amounts, and with a time extension of 27 months, for a total agreement duration of 63 months.

25. Discussion and possible action related to reauthorization of Agreement CS-823, Comprehensive Technical Services for Renewable and Advanced Energy Generation Systems contracts.

Moved by Commissioner Crowley; seconded by Vice President Normandy, to adopt the following resolution; passed
(4-0 Caen, Normandy, Hochschild and Crowley) unanimously.

Resolution No. 08-0070:

Reauthorization of Agreement CS-823, Comprehensive Technical Services for Renewable and Advanced Energy Generation Systems contracts with the following firms: Newcomb/Anderson/McCormick, AEPC Group LLC, and Emcor.

There being no further business to discuss, the meeting was adjourned at 2:53 P.M.
