The Public Utilities Commission meeting will be held in Room 400, City Hall, 1 Dr. Carlton B. Goodlett Place, San Francisco, CA. The Commission meeting room is wheelchair accessible. The closest accessible BART station is the Civic Center Station at United Nations Plaza and Market Street. THE FOLLOWING MATTERS BEFORE THE PUBLIC UTILITIES COMMISSION ARE RECOMMENDED FOR ACTION AS STATED BY THE GENERAL MANAGER OF PUBLIC UTILITIES AND CITY ATTORNEY WHERE APPLICABLE.

CONSENT CALENDAR
8. All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the San Francisco Public Utilities Commission, and will be acted upon by a single vote of the Commission. There will be no separate discussion of these items unless a member of the Commission or the public so requests, in which event the matter will be removed from the Consent Calendar and considered as a separate item. a)
Staff Recommendation:
a) Ratify the Declaration of Emergency, WW-492E, made by the General Manager of the San Francisco Public Utilities Commission, dated May 6, 2009, and approved by the President of the Commission to replace the existing sewer on California Street. Wastewater Enterprise’s Sewer Operations requested immediate replacement of the existing sewer on California Street from Cherry Street to Arguello Boulevard due to a seventy (70) foot collapsed section and cracks along the crown of the sewer pipe.
Staff Recommendation:
b) Ratify the Declaration of Emergency, WW-493E, made by the General Manager of the San Francisco Public Utilities Commission, dated May 6, 2009, and approved by the President of the Commission for repair and replacement of separated sewer connections. Wastewater Enterprise’s Sewer Operations requested immediate replacement of the existing sewer on Lexington Street from 20th Street to 21st Street due to multiple separated side sewer connections and multiple severe open connections along the sewer pipe; and on San Carlos Street from 18th Street to Sycamore Street due to a collapsed eighty (80) foot section and severe cracks along the sewer pipe.
c) Staff Recommendation:
Approve the plans and specifications, and award Water Enterprise Water System Improvement Program-funded Contract No.WD-2547, Vista Francisco Pump Station Upgrade, in the amount of $3,047,000, to the lowest, qualified, responsible and responsive bidder, Cal State Constructors, Inc., to demolish existing and construct a new Vista Francisco pump station.
REGULAR BUSINESS
9. Discussion and possible action approving the proposed terms of a lease agreement concerning a Quarry Lease between the San Francisco Public Utilities Commission and Oliver de Silva, Inc., for the mining of the 308.5 acre Sunol Valley Aggregate Quarry site located on a portion of Parcel 65 of Alameda County lands in Sunol Valley, for an initial term through June 1, 2021, subject to extension as described therein. Presentation by staff and City Attorney's Office, together with Orrick, Herrington & Sutcliffe LLP, Disclosure Council for the City and County of San Francisco, advising the Commission on its responsibilities under federal securities laws with respect to the San Francisco Public Utilities Commission issuance of public debt, including discussion of Preliminary and Official Statements and related to upcoming debt. 11. Discussion and possible action related to authorizing an exemption to existing policy and the installation of the Lumec post-top, acorn-style Light Emitting Diode (LED) fixture, Serenade model S56-82LED, for the Hunters Point Shipyard (HPS) Redevelopment Project. Additionally, this resolution authorizes the use of this fixture for the Hunters View Redevelopment Project and other projects deemed appropriate by the SFPUC. (Black)
CONSTRUCTION CONTRACTS
12. Discussion and possible action approving the Water Enterprise Water System Improvement Program funded Project No. CUW36103, Pulgas Balancing Reservoir Structural Rehabilitation and Roof Replacement Project, which includes repairs of and modifications to an existing water facility to improve water quality and seismic reliability; and adopt the Mitigated Negative Declaration, the required California Environmental Quality Act (CEQA) Findings, and the Mitigation Monitoring and Reporting Program (MMRP). 13. Discussion and possible action to approve rescission of award and, if the rescission is not effective, the attempted rescission shall automatically convert to a termination for convenience of the contract associated with Resolution No. 09-0078, adopted by the Commission on May 12, 2009, awarding Water Enterprise Revenue Program funded Contract No. WD-2603, Baylands Recovery Project Phase 1B for the construction of a clay soil cap at the Baylands East Firing Range in the amount of $1,561,670 to NTK Construction, Inc., in order to rebid this project.
