The Public Utilities Commission meeting will be held in Room 400, City Hall, 1 Dr. Carlton B. Goodlett Place, San Francisco, CA. The Commission meeting room is wheelchair accessible. The next meeting of the Commission will be a special Joint San Francisco Public Utilities Commission (SFPUC) and Local Agency Formation Commission (LAFCo) meeting scheduled to begin at 10:00AM on Friday April 24, 2009 in the Board of Supervisor’s Chambers in City Hall.
THE FOLLOWING MATTERS BEFORE THE PUBLIC UTILITIES COMMISSION ARE RECOMMENDED FOR ACTION AS STATED BY THE GENERAL MANAGER OF PUBLIC UTILITIES AND CITY ATTORNEY WHERE APPLICABLE.

CONSENT CALENDAR
7. All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the San Francisco Public Utilities Commission, and will be acted upon by a single vote of the Commission. There will be no separate discussion of these items unless a member of the Commission or the public so requests, in which event the matter will be removed from the Consent Calendar and considered as a separate item.
a) Staff Recommendation:
Approve the selection and award of As-Needed Environmental Services Agreements to ESA+Orion, Joint Venture (CS-954A), URS Corporation (CS-954B) RMC Water and Environment (CS-954C); and authorize the General Manager of the San Francisco Public Utilities Commission to negotiate and execute the three professional services agreements for amounts not to exceed $3,300,000 each, for a total agreement amount of $9,900,000 and with durations of five (5) years, or, in the event negotiations are not successful or City requirements are not satisfied, to negotiate and execute a professional services agreement with the next highest ranked proposer. These agreements will provide the necessary range of consultant expertise to provide environmental compliance services.b) Staff Recommendation:
Authorize the General Manager of the San Francisco Public Utilities Commission (SFPUC) to execute on behalf of the City and County of San Francisco, a Tolling Agreement with the Suburban Representatives for disputes related to the Suburban Revenue Requirement for FY 2005-2006.c) Staff Recommendation:
Authorize the General Manager of the San Francisco Public Utilities Commission (SFPUC) to execute on behalf of the City and County of San Francisco a Memorandum of Understanding by and between the San Francisco Public Utilities Commission (SFPUC), the San Mateo County Resource Conservation District (RCD), Coastside County Water District (CCWD), and Sewer Authority Mid-Coastside (SAM) to authorize the General Manager of the SFPUC to allocate funding for the SFPUC’s portion of implementing the Integrated Watershed Management Plan (IWMP) as described in the Pilarcitos Creek Restoration Workgroup MOU, for an amount not to exceed $2,500.d) Staff Recommendation:
Authorize the General Manager of the San Francisco Public Utilities Commission to prequalify design builders, advertise and request proposals consistent with the requirements of Section 6.61of the San Francisco Administrative Code, for DB-118, Sustainable Civic Center District: Solar Photovoltaic Renewable Energy Plants at City Hall and Davies Symphony Hall, a design-build agreement (DBA) to construct two non-penetrating solar photovoltaic (PV) systems at City Hall (approximately 100 kW) and Davies Symphony Hall (approximately 214 kW) for an amount up to $4,000,000; receive proposals for said design-build agreement; conduct a selection process to identify the lowest cost and best qualified firm to provide design-build services; negotiate a design build agreement; return to the Commission for award and authorization to execute necessary agreements for the installation on City Hall and Davies Symphony Hall.e) Staff Recommendation:
Accept work performed for Water Enterprise Water System Improvement Program-funded Contract No. WD-2507, BDPL No. 3&4 Crossover and Isolation Valves at Hayward Fault, approve Modification No. # 7 (Final), increasing the contract by $42,000 for a total contract amount of $15,576,849.71, and authorize final payment, in the amount of $42,126.69, to the contractor Ranger Pipelines, Inc.f) Staff Recommendation:
Accept work performed for Wastewater Enterprise, Repair and Replacement (R&R) Program-funded Contract No. WW 427 Dartmouth/Gates/Murray Streets and Richland/Wilde Avenues Sewer Replacement, approve Modification No. 1 (Final), decreasing the contract by $61,343.50, for a total contract amount of $738,161.50, and authorize final payment, in the amount of $40,185.58, to the contractor, Shaw Pipeline, Inc. for sewer replacement services.

REGULAR BUSINESS
9. Discussion and possible action approving Water Enterprise Water System Improvement Program (WSIP) funded Project No. CUW 37901, San Andreas Pipeline No. 3 (SAPL3) Installation Project (Project), beginning at the San Pedro Valve Lot (SPVL) in Daly City to Merced Manor Reservoir (MMR) in San Francisco; adopt the required California Environmental Quality Act (CEQA) Findings, Mitigation Monitoring and Reporting Program (MMRP) and Statement of Overriding Considerations, and request the Board of Supervisors to adopt the same; and authorize the General Manager to seek the Board of Supervisors’ approval of and, if approved, to execute the necessary agreements and deeds with John Daly Boulevard Associates, L.P.; Monarch Ventures, L.P., Wilback Investments, L.P. (Westlake Associates) and Parkmerced Investors Properties, LLC (Parkmerced); and authorize the General Manager to negotiate and execute construction and access agreements with Lake Merced Golf Club; and the San Francisco Golf Club; and authorize the General Manager to apply for and accept reasonable terms and conditions of encroachment permits from Daly City and San Mateo County. 10. Discussion and possible action authorizing the General Manager of the San Francisco Public Utilities Commission (SFPUC) to execute on behalf of the City and County of San Francisco, a Memorandum of Understanding (MOU) with the San Francisco Local Agency Formation Commission (SF LAFCo), and authorize the General Manager to execute subsequent MOU amendments that address administrative issues. 11. Discussion and possible action to adopt the Identity Theft Prevention Policy and authorize the General Manager of the San Francisco Public Utilities Commission (SFPUC) to implement the policies. (Rydstrom)

12. Discussion and possible action approving the terms and conditions and authorize the General Manager of the San Francisco Public Utilities Commission (SFPUC) to execute a three year lease with two, two (2) year lease extension options for office space located at 1657 Rollins Road comprising 17,060 rentable square feet, subject to the prior approval of the Board of Supervisors pursuant to Charter section 9.118. Discussion and possible action approving the plans and specifications and award Water Enterprise, Water System Improvement Program-funded Contract No. WD-2548 Lake Merced Pump Station Essential Upgrade, in the amount of $31,584,000 to the lowest, qualified, responsible and responsive bidder, Western Water Constructors; or in the alternative, reject all bids and authorize the General Manager to re-advertise the Contract.
