The Public Utilities Commission meeting will be held in Room 416, City Hall, 1 Dr. Carlton B. Goodlett Place, San Francisco, CA. The Commission meeting room is wheelchair accessible. The closest accessible BART station is the Civic Center Station at United Nations Plaza and Market Street. Accessible MUNI lines serving this location are: #47 Van Ness, and #71 Haight/Noriega and the F Line to Market and Van Ness and the Metro Stations at Van Ness and Market and at Civic Center. a) Citywide Budget Update (Rydstrom)

THE FOLLOWING MATTERS BEFORE THE PUBLIC UTILITIES COMMISSION ARE RECOMMENDED FOR ACTION AS STATED BY THE GENERAL MANAGER OF PUBLIC UTILITIES AND CITY ATTORNEY WHERE APPLICABLE.

CONSENT CALENDAR

8. All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the San Francisco Public Utilities Commission, and will be acted upon by a single vote of the Commission. There will be no separate discussion of these items unless a member of the Commission or the public so requests, in which event the matter will be removed from the Consent Calendar and considered as a separate item.

a) Staff Recommendation:
Accept work performed by Wastewater Enterprise, Repair and Replacement (R&R) Program-funded Contract No. WW 421, Euclid, Pacific and 36th Avenues Sewer Replacement by Harty Pipelines; approve Modification No. 1 (Final) increasing the contract by $225,164.11, for a total contract amount of $1,123,224.11; authorize final payment, in the amount of $286,932.29, to the contractor.

b) Staff Recommendation:
Approve the plans and specifications and award Wastewater Enterprise Repair and Replacement (R&R) Program-funded Contract No. WW-470, 3rd Street/7th Street/Howard Street and Leavenworth Street Sewer Improvements, in the amount of $ 1,643,343, to the lowest, qualified, responsible and responsive bidder, A. Ruiz Construction Co. and Assoc., Inc.

REGULAR BUSINESS

9. Discussion and possible action related to approve Water System Improvement Program (WSIP)-funded Project No. CUW36102, Pulgas Balancing Reservoir - Discharge Channel Modifications Project; adopt the Initial Study/Final Mitigated Negative Declaration (IS/FMND), the required California Environmental Quality Act (CEQA) Findings, and the Mitigation Monitoring and Reporting Program (MMRP) for the project; and Authorize staff to implement the project following final action by the Board of Supervisors. PROFESSIONAL SERVICE CONTRACTS

Award

10. Discussion and possible action related to approve the selection of PMA Consultants LLC (PMA); award Water Enterprise Water System Improvement Program-funded Agreement No. CS-917, San Joaquin Regional Construction Management Services, to provide construction management services; and authorize the General Manager of the San Francisco Public Utilities Commission to negotiate a professional services agreement with PMA for an amount not to exceed $28,000,000, and with a duration of up to 72 months, or, in the event negotiations are not successful or City requirements are not satisfied, to negotiate a professional services agreement with the next highest ranked proposer; and authorize the General Manager to execute the agreement, subject to Board of Supervisors' approval of the agreement, pursuant to San Francisco Charter section 9.118. 11(a). Discussion and possible action related reject all proposals received in response to the Request for Proposals for Agreement No. CS-940, Program Management for the Water System Improvement Program; approve Amendment No. 2 to Agreement No. CS-765, San Francisco Water System Improvement Program - Program/Project/Pre-Construction Management Services, with Parsons Water and Infrastructure, Inc.; and authorize the General Manager to execute this amendment, upon Board of Supervisors approval, increasing the Agreement by $19,000,000, for a total Agreement amount of $64,000,000, with a time extension of five (5) years, for a total agreement duration of ten (10) years. 11(b). Discussion and possible action to reject all proposals received in response to the Request for Proposals for Agreement No. CS-940, Program Management for the Water System Improvement Program; award Water Enterprise Water System Improvement Program-funded Agreement No. CS-963, Program Construction Management Services to AECOM WATER (AECOM), to provide program construction management services, contingent upon the Board of Supervisors’ granting a waiver of the competitive procurement requirements of sections 6.40 and 6.41 of the San Francisco Administrative Code and approving the agreement pursuant to Charter Section 9.118; and, upon receiving Board waiver and approval, authorize the General Manager to execute the agreement with AECOM for an amount not to exceed $26,000,000 with a term of up to seven (7) years. Existing Litigation: Floordesigns, Inc., Falvey Cargo Underwriting, et.al. v. CCSF SF Superior Court No. 466912; filed September 6, 2007.

FOLLOWING THE CLOSED SESSION, THE PUBLIC UTILITIES COMMISSION WILL RECONVENE IN OPEN SESSION.
