The Public Utilities Commission meeting will be held in Room 400, City Hall, 1 Dr. Carlton B. Goodlett Place, San Francisco, CA. The Commission meeting room is wheelchair accessible. The closest accessible BART station is the Civic Center Station at United Nations Plaza and Market Street. THE FOLLOWING MATTERS BEFORE THE PUBLIC UTILITIES COMMISSION ARE RECOMMENDED FOR ACTION AS STATED BY THE GENERAL MANAGER OF PUBLIC UTILITIES AND CITY ATTORNEY WHERE APPLICABLE.

CONSENT CALENDAR

8. All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the San Francisco Public Utilities Commission, and will be acted upon by a single vote of the Commission. There will be no separate discussion of these items unless a member of the Commission or the public so requests, in which event the matter will be removed from the Consent Calendar and considered as a separate item.

a) Staff Recommendation: Award Contract No. WW-428, Sewer Inspection/ Sewer Cleaning/ Easement Sewer Sealing, in the amount of $1,777,705 to JF Pacific Liners.

b) Staff Recommendation: Accept work performed for WSIP-funded Contract No. WD-2357, Voluntary Access Barrier Removal City Distribution Division Fire Alarm System; and authorize final payment of $9,837.50 to LC General Engineering.

REGULAR BUSINESS

9. Discussion and possible action related to the Urban Water Management Plan. (Carlin)

Staff Recommendation: Acknowledge that the Urban Water Management Plan Update 2005 covers projected growth in the City and County of San Francisco through the year 2030 and thereby satisfies the water assessment requirements for developments of a certain size pursuant to recent amendments to the California Environmental Quality Act and the California Water Code.

10. Discussion and possible action related to the issuance of up to $50 million in San Francisco Water Revenue Bonds. (MacDonald)

Staff Recommendation: Authorize the issuance of up to $50 million in San Francisco Water Revenue Bonds, 2006 Refunding Series C (Series C Refunding Bonds), subject to the further approval of the Board of Supervisors; and approve the form and authorize the execution and delivery of related documents; delegate to the General Manager of Public Utilities authorization to award Refunding Series C Bonds to the highest bidder; and authorize the taking of necessary action

11. Discussion and possible action related to the Arroyo de la Laguna Erosion Control Demonstration Project. (Ramirez)

Staff Recommendation: Authorize the General Manager of Public Utilities to negotiate final terms and enter into a Memorandum of Understanding (MOU) with the Alameda County Resource Conservation District for the funding of a portion of the Arroyo de la Laguna Stream Bank Restoration Demonstration Project, and further allocate funding for the SFPUC portion of the project as described in the MOU, for an amount not to exceed $470,700, and request approval of the Board of Supervisors, if required.

12. Discussion and possible action related to the Scheduling Coordinator Service Tariff settlement with Pacific Gas & Electric Company. (Hale)

Staff Recommendation: Approve implementation of the Scheduling Coordinator Service Tariff settlement with Pacific Gas & Electric Company, which was approved by the General Manager of Public Utilities, on May 27, 2005, the San Francisco Board of Supervisors on June 21, 2005, and the Federal Energy Regulatory Commission on July, 19, 2005.

13. Discussion and possible action related to a letter of credit for scheduling coordinator services with APX, Inc. (Hale)

Staff Recommendation: Authorize the General Manager of Public Utilities to request Bank of America to issue a letter of credit in the amount of $560,000 for scheduling coordinator services with APX, Inc.

PROFESSIONAL SERVICE CONTRACTS

Award

14. Discussion and possible action related to Agreement No. CS-804, Engineering Services for the Alameda Siphon No. 4. (D. Rogers)

Staff Recommendation: Award Professional Services Agreement No. CS-804 to Black and Veatch/AGS, to provide engineering services and authorize the General Manager of Public Utilities to execute said agreement for an amount not to exceed $2,000,000, and with a duration of 44 months.

15. Discussion and possible action related to Agreement No. CS-806, Specialized Pipeline Services, Bay Division Pipeline No. 5. (J. Wong)

Staff Recommendation: Award Professional Services Agreement No. CS-806 to Kennedy/Jenks - Geotechnical Consultants Inc., a Joint Venture, to provide specialized engineering services and authorize the General Manager of Public Utilities to execute said agreement for an amount not to exceed $4,971,442, and with a duration of sixty months.

16. Discussion and possible action related to Contract No. CS-816, Scheduling Coordinator Services, City & County of San Francisco Hydroelectric Generation. (Hale)

Staff Recommendation: Award Professional Services Agreement No. CS-816 to APX to provide scheduling coordinator services, and authorize the General Manager of Public Utilities to execute said agreement for an amount not to exceed $2,031,000 ($1,050,000 in 2006, $781,000 for 2007, and $200,000 for 2008), and with a duration of two years for this pilot program which expires June 30, 2008.

17. Discussion and possible action related to Contract No. CS-820, Engineering Services to provide for the New Irvington Tunnel. (Kelly)

Staff Recommendation: Award Professional Services Agreement No. CS-820 to URS Corporation and authorize the General Manager of Public Utilities to execute said agreement for an amount not to exceed $8,600,000, and with a duration of 84 months.
