The Public Utilities Commission meeting will be held in Room 400, City Hall, 1 Dr. Carlton B. Goodlett Place, San Francisco, CA.  The Commission meeting room is wheelchair accessible.  The closest accessible BART station is the Civic Center Station at United Nations Plaza and Market Street.  Accessible MUNI lines serving this location are: #47 Van Ness, and #71 Haight/Noriega and the F Line to Market and Van Ness and the Metro Stations at Van Ness and Market and at Civic Center.  For information about MUNI accessible services call (415) 923-6142.  There is accessible curbside parking adjacent to City Hall on Grove Street and Van Ness Avenue and in the vicinity of the Veterans Building at 401 Van Ness Avenue adjacent to Davies Hall and the War Memorial Complex.

CONSENT CALENDAR

9. All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the San Francisco Public Utilities Commission, and will be acted upon by a single vote of the Commission. There will be no separate discussion of these items unless a member of the Commission or the public so requests, in which event the matter will be removed from the Consent Calendar and considered as a separate item.

a) Staff Recommendation: Award Contract No. CW-352, 23rd Avenue/31st Avenue/Arguello Boulevard/Funston Avenue Sewer Replacement, in the amount of $971,079 to J. Flores Construction.

b) Staff Recommendation: Award Contract No. CW-404, Geary Express Underpass Pump Station Motor Control Center Replacement, in the amount of $147,190 to Phoenix Electric Company.

c) Staff Recommendation: Approve the proposed project for the San Joaquin Valve House Facility Upgrade, reject the sole bid of Yerba Buena Engineering & Construction, Inc. for Contract No. HH-915, San Joaquin Valve House Facility Upgrade; approve the revised bid of Yerba Buena Engineering & Construction, Inc. in the amount of $348,000; and award this contract in the amount of $348,000 to Yerba Buena Engineering & Construction, Inc.

d) Staff Recommendation: Accept work performed for Contract No. CW-312, Ashbury Street/Frederick Street/Woodland Avenue/Willard Street Sewer Replacement; approve Modification No. 2 (Final) increasing the contract by $23,332.47, for a total contract amount of $1,213,898.52; with a time extension of 165 calendar days, for a total contract duration of 365 consecutive calendar days; and authorize final payment of $152,213.62 to JMB Construction, Inc.

e) Staff Recommendation: Accept work performed for Contract No. CW-350, Manor Drive/Pinehurst Way/Molimo Drive/Monterey Boulevard/Dorcas Way Sewer Replacement; approve Modification No. 2 (Final) decreasing the contract by $65,980.79 for a total contract amount of $827,439.21; and authorize final payment of $76,207.24 to Harty Pipelines.

f) Staff Recommendation: Delegate to the General Manager of Public Utilities authority to approve mutually agreeable interpretations of the Master Water Sales Contract (Contract) between the City and County of San Francisco and the Suburban Purchasers, limited to disputes relating to classification and allocation of expenses and assets and related adjustments to the calculations of the suburban revenue requirement and the balancing account associated with suburban review of the compliance audit for prior fiscal years that do not proceed to arbitration under Section 8.02 of the Contract.

10. Discussion and possible action related to Contract No. WD-2401R, Calaveras Valve Lot Upgrade. (Irons)

Staff Recommendation: Award Contract No. WD-2401R in the amount of $1,403,000 to Power Engineering.

PROFESSIONAL SERVICE CONTRACTS

11. Discussion and possible action related to amending Agreement No. CS-706A, Energy Conservation Services, Public Renewables Partnership. (Hale)

Staff Recommendation: Approve Amendment No. 1 to Agreement No. CS-706A with the Center for Resource Solutions to provide energy conservation and renewables planning and services, and authorize the General Manager of Public Utilities to execute this amendment, increasing the agreement by $368,962, for a total amount of $1,958,512, and with a time extension of ten consecutive months, for a total agreement duration of three years and ten months.

SPECIAL ORDER OF BUSINESS

Power Enterprise Workshop

12. Presentation and discussion of the Power Enterprise’s Draft Business Plan. (Continued from the meetings of August 9, 2005, September 13, 2005, and September 27, 2005) (Hale)

Staff Recommendation: Discussion only. The SFPUC Power Enterprise provides energy services to municipal departments from the Hetch Hetchy powerhouses and other power and efficiency services, including on-site renewable generation; provides streetlighting services; represents San Francisco's interests on energy issues in State and Federal forums; manages utilities planning for redevelopment projects such as Treasure Island; and protects San Francisco's interests in receiving services from Pacific Gas and Electric Company.

Discussion will include policies and programs under development, such as electric utility infrastructure development to serve San Francisco's needs, Community Choice Aggregation, and municipalization.
