THE FOLLOWING MATTERS BEFORE THE PUBLIC UTILITIES COMMISSION ARE RECOMMENDED FOR ACTION AS STATED, BY THE GENERAL MANAGER OF PUBLIC UTILITIES AND CITY ATTORNEY WHERE APPLICABLE.

CONSENT CALENDAR
8. All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the San Francisco Public Utilities Commission, and will be acted upon by a single vote of the Commission. There will be no separate discussion of these items unless a member of the Commission or the public so requests, in which event the matter will be removed from the Consent Calendar and considered as a separate item.
a) Staff Recommendation: Reject all bids for Contract No. WD-2420, 8-Inch Ductile Iron Main Installation in 17th, Arkansas, Carolina, and Buchanan Streets; and authorize the General Manager of Public Utilities to re-advertise the contract as Contract No. WD-2420R, 8-Inch Ductile Iron Main Installation in 17th, Arkansas, Carolina, and Buchanan Streets; to receive and evaluate bids for said contract; and to return to the Commission with a recommendation for award.
b) Staff Recommendation: Award Contract No. CW-392, Bayshore Boulevard/Bryant Street Sewer Replacement, in the amount of $550,680, to Harty Pipeline.
c) Staff Recommendation: Accept work performed for Contract No. CW-370, Napier Lane/Easement Sewer Block No. 2818/Sea Cliff Outfall No. 6 Sewer Rehabilitation; approve Modification No. 1 (Final) for a time extension of 50 calendar days; a total contract duration of 101 consecutive calendar days, and a total contract amount of $123,185.07; and authorize final payment of $37,080.47 to JF Pacific Liners.
d) Staff Recommendation: Accept work performed for Contract No. CW-386, Del Sur Avenue/Juanita Way/Eveyln Way/Teresita Boulevard Sewer Replacement; approve Modification No. 1 (Final) decreasing the contract by $15,031.41, for a total contract amount of $1,124,428.59; with a time extension of 32 calendar days, for a total contract duration of 137 consecutive calendar days; and authorize final payment of $158,498.13 to J. Flores Construction.
e) Staff Recommendation: Approve the terms and conditions and authorize the General Manager of Public Utilities to execute a revocable permit for a portion of SFPUC Alameda County watershed land, known as Parcel 73 (Highway 84 and Niles Canyon Road), to the State of California, Department of Transportation (Caltrans) to conduct environmental and geotechnical studies, commencing upon final execution and expiring two years after the commencement date, or upon written notice from the City and County of San Francisco.

9. Discussion and possible action related to a commendation for Mr. Bill Shea upon his retirement. (Davis)
Staff Recommendation: Commend Mr. Bill Shea for 39 years of devoted service to the City and County of San Francisco and express the appreciation of the San Francisco Public Utilities Commission for his service to the Water Enterprise.
10. Discussion and possible action related to agreements with the National Park Service and the United States Forest Service. (Carlin)
Staff Recommendation: Authorize the General Manager of Public Utilities to enter into separate agreements with the National Park Service and the United States Forest Service to coordinate and participate in the environmental process for Project No. CUH931 – Hetch Hetchy Microwave Replacement; and to allocate funding, in the total amount of $70,000 ($35,000 for each agreement).

11. Discussion and possible action related to Contract No. WD-2378, Potrero Heights Supply Line. (Irons)
Staff Recommendation: Accept work performed for Contract No. WD-2378; approve Modification No. 1 (Final), reducing the contract amount by $318,950.07, for a final contract amount of $2,236,536.93, with a time extension of 80 consecutive calendar days for a total contract duration of 410 consecutive calendar days; and authorize final payment to A. Ruiz Construction.
12. Discussion and possible action related to Contract No. WD-2407, McLaren Park Tank Outlet Modification. (Irons)
Staff Recommendation: Accept work performed for Contract No. WD-2407, McLaren Park Tank Outlet Modification and 24-inch Ductile Iron Pipe from McLaren Park Tank to McLaren Pump Station; approve Modification No. 4 (Final), for a time extension of 99 consecutive calendar days and a total contract duration of 443 consecutive calendar days, and a final contract amount of $1,349,118.10; and authorize final payment to A. Ruiz Construction.

13. Discussion and possible action related to increasing the amount of Agreement Nos. CS-692A-C-D-E, Energy Resource, Development and Analysis Services. (Hale)
Staff Recommendation: Approve an increase in the amount of Agreement No. CS-692C with Brown, Vence and Associates from $925,000 to $1,378,250; No. CS-692D with ICF Resources from $3,000,000 to $4,470,000; and No. CS-692E with AEPC from $650,000 to $968,500; and extend the duration for an additional two years for each of these agreements: Nos. CS-692A with EMCOR; CS-692C with Brown, Vence and Associates; CS-692D with ICF Resources and CS-692E with AEPC.
