The Public Utilities Commission meeting will be held in Room 400, City Hall, 1 Dr. Carlton B. Goodlett Place, San Francisco, CA.  The Commission meeting room is wheelchair accessible.  The closest accessible BART station is the Civic Center Station at United Nations Plaza and Market Street.  Accessible MUNI lines serving this location are: #47 Van Ness, and #71 Haight/Noriega and the F Line to Market and Van Ness and the Metro Stations at Van Ness and Market and at Civic Center.  For information about MUNI accessible services call (415) 923-6142.  There is accessible curbside parking adjacent to City Hall on Grove Street and Van Ness Avenue and in the vicinity of the Veterans Building at 401 Van Ness Avenue adjacent to Davies Hall and the War Memorial Complex.

10. Bay Area Water Supply & Conservation Agency (BAWSCA) General Manager’s Report

a) Update

THE FOLLOWING MATTERS BEFORE THE PUBLIC UTILITIES COMMISSION ARE RECOMMENDED FOR ACTION AS STATED, BY THE GENERAL MANAGER OF PUBLIC UTILITIES AND CITY ATTORNEY WHERE APPLICABLE.

CONSENT CALENDAR

11. All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the San Francisco Public Utilities Commission, and will be acted upon by a single vote of the Commission. There will be no separate discussion of these items unless a member of the Commission or the public so requests, in which event the matter will be removed from the Consent Calendar and considered as a separate item.

a) Staff Recommendation: Award Contract No. CW-325, 27th/30th/34th/39th Avenues Sewer Replacement, in the amount of $736,045, to Harty Pipeline Construction.

b) Staff Recommendation: Award Contract No. WD-2480, Southern Boundary Fence, Phase 2, in the amount of $138,000, to Central Fence.

REGULAR BUSINESS

12. Discussion and possible action related to a transfer of unappropriated surplus funds. (Sandler)

Staff Recommendation: Authorize the Customer Services Bureau to transfer to the unappropriated surplus funds consumer’s credit balances on closed accounts that are unclaimed for three years.

13. Discussion and possible action related to a supplemental appropriation request. (Sandler)

Staff Recommendation: Approve a supplemental appropriation request in the amount of $7,443,856 to fund costs related to power purchases, transmission and distribution and related services, City Attorney services, and Tuolumne County essential services.

14. Discussion and possible action related to a supplemental appropriation for Program Management Services. (Irons)

Staff Recommendation: Approve a supplemental appropriation for Program Management Services for FY 2005-2006 to support city staff and consultants in providing program management support services for the SFPUC Water System Improvement Program, in the amount of $7.789 million ($3.307 million for city staff, $4.302 million for Parsons Water and Infrastructure, Inc., to provide program management support services, and $180,000 for transition services under the existing Water Infrastructure Partners contract).

15. Discussion and possible action related to Contract No. WD-2477, Seismic Upgrade of Bay Division Pipelines Nos. 3 and 4 at Hayward Fault. (Irons) (Continued from the meeting of May 10, 2005.)

Staff Recommendation: Approve the project, including the plans and specifications, for Contract No. WD-2477 and authorize the Engineering Design Bureau Manager to advertise for bids, to receive and evaluate bids, and to return to the Commission with a recommendation for award of the contract.

PROFESSIONAL SERVICE CONTRACTS

Amend

16. Discussion and possible action related to Agreement No. CS-524, Program Management Services. (Irons)

Staff Recommendation: Approve Amendment No. 6 (Final) to Agreement No. CS-524 and authorize the General Manager of Public Utilities to execute this amendment extending the duration of the agreement by six months, from July 1, 2005 to December 31, 2005, for a total agreement duration of five years and three months.

17. Discussion and possible action related to Agreement No. CS-765, San Francisco Water System Improvement Program – Program/Project/Pre-Construction Management Services. (Irons)

Staff Recommendation: Authorize the General Manager of Public Utilities to award and execute Professional Services Agreement No. CS-765, to Parsons Water and Infrastructure, Inc. (as guaranteed by Parsons Corporation), the highest scoring proposer per the completed selection process of the Request for Proposals issued February 17, 2005, and Addenda Nos. 1 and 2, and then forward to the Board of Supervisors for final approval.

18. Discussion and possible action related to Agreement No. CS-781, Tunnel Engineering Services, Bay Tunnel – Bay Division Pipelines Reliability Upgrade. (Irons)

Staff Recommendation: Award Professional Services Agreement No. CS-781 to Jacobs Associates to provide geotechnical and tunnel engineering services and authorize the General Manager of Public Utilities to execute said agreement for an amount not to exceed $14,800,000 and with a duration of seven years from the date of the Notice to Proceed.
