The Public Utilities Commission meeting will be held in Room 400, City Hall, 1 Dr. Carlton B. Goodlett Place, San Francisco, CA.  The Commission meeting room is wheelchair accessible.  The closest accessible BART station is the Civic Center Station at United Nations Plaza and Market Street.  Accessible MUNI lines serving this location are: #47 Van Ness, and #71 Haight/Noriega and the F Line to Market and Van Ness and the Metro Stations at Van Ness and Market and at Civic Center.  For information about MUNI accessible services call (415) 923-6142.  There is accessible curbside parking adjacent to City Hall on Grove Street and Van Ness Avenue and in the vicinity of the Veterans Building at 401 Van Ness Avenue adjacent to Davies Hall and the War Memorial Complex.

CONSENT CALENDAR

10. All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the San Francisco Public Utilities Commission, and will be acted upon by a single vote of the Commission. There will be no separate discussion of these items unless a member of the Commission or the public so requests, in which event the matter will be removed from the Consent Calendar and considered as a separate item.

a) Staff Recommendation: Commemorate Ms. Alexis Halstead for her service  the San Francisco Public Utilities Commission upon her retirement. (Continued from the meeting of April 22, 2005)

b) Staff Recommendation: Commemorate Mr. Claro Cervantes for his service to the San Francisco Public Utilities Commission upon his retirement.

c) Staff Recommendation: Approve the plans and specifications for Contract No. WD-2477, Seismic Upgrade of Bay Division Pipeline Nos. 3 and 4 at Hayward Fault, and authorize the General Manager of Public Utilities to advertise for bids, to receive and evaluate bids, and to return to the Commission with a recommendation for award. The engineer’s estimate is $10.5 million.

d) Staff Recommendation: Award Contract No. WD-2488, Calaveras Reservoir Oxygenation, in the amount of $977,250 to NCCI, Inc., for installing a hypolimnetic oxygenation system piping/ diffusers in the reservoir, installing two adjacent concrete slabs, mounting liquid oxygen equipment and appurtenances on the equipment slab, installing oxygen supply piping from the slab to the reservoir, and upgrading the dam road, the boat ramp, and the Bluestone Building parking lot.

11. Discussion and possible action related to an agreement with Ancillary Services Coalition. (Hale)

Staff Recommendation: Authorize the General Manager of Public Utilities to enter into an agreement with Ancillary Services Coalition to facilitate SFPUC participation in the California Demand Reserves Partnership as a two-year pilot program. Participation in this electric load curtailment program would allow the City to be proactive about Summer 2005 electric reliability concerns and would support the power reliability goals of the San Francisco Electricity Resource Plan.

REAL PROPERTY TRANSACTIONS

12. Discussion and possible action related to Mission Valley Rock Company lease transfer. (Dowd)

Staff Recommendation: Authorize the General Manager of Public Utilities to execute a Consent to Lease Transfer in connection with Mission Valley Rock Company’s transfer of its leases to Hanson Aggregates Mid-Pacific, Inc., Assignee, relating to 427.43 acres of SFPUC land located on a portion of Parcels 62 and 65 of Alameda County Lands and a portion of Parcel 1313 of Hetch Hetchy Lands located in Sunol, California.

13. Discussion and possible action related to Contract No. CW-354, North Point Sludge Force Main Cleaning, Video and Testing. (Fung)

Staff Recommendation: Accept work performed under Contract No. CW-354 and approve Modification No. 3 for a time extension of 64 consecutive calendar days and a total duration of 246 consecutive calendar days, and authorize final payment of $37,515.80 to D’Arcy & Harty Construction, Inc.

14. Discussion and possible action related to Contract No. WD-2323, Meter and Valve Testing/Calibration Facility and Associated Improvements. (Irons)

Staff Recommendation: Accept work performed under Contract No. WD-2323; approve Modification No. 4 (Final), decreasing the contract by $61,202 for a total contract amount of $1,739,793, and with a time extension of 158 consecutive calendar days for a total contract duration of 523 consecutive calendar days; and authorize final payment of $67,542 to Millard Tong Construction Company.

PROFESSIONAL SERVICE CONTRACTS

Award

15. Discussion and possible action related to amending Agreement No. CS-672B, Alameda Watershed Habitat Conservation Plan. (Carlin)

Staff Recommendation: Authorize the General Manager of Public Utilities to execute Amendment No. 2 to Agreement No. CS-672B with the Jones and Stokes/Robert Group Joint Venture, to extend the contract for an additional 24 months, from June 19, 2005, to June 19, 2007, with no cost increase; and extend the total contract period to a term of 54 months from the date of Controller certification and maintain the amount of the contract at $1,085,000.

16. Discussion and possible action related to Agreement No. CS-777, As-Needed Engineering Design Services for the SFPUC Water System Improvement Program. (Irons) (Continued from the meeting of February 8, 2005)

Staff Recommendation: Award Professional Services Agreement No. CS-777 to URS Corporation and MWH Americas, Inc., to provide as-needed specialized engineering design services, and authorize the General Manager of Public Utilities to execute the agreement with each of these firms for an amount not to exceed $4,500,000, and a total budgeted amount not to exceed $9,000,000, and with a contract duration not to exceed three years.

17. Discussion and possible action related to Agreement No. CS-771, As-Needed Environmental Services for the SFPUC Water System Improvement Program. (Spanjian/Wade) (Continued from the meeting of February 22, 2005)

Staff Recommendation: Award Professional Services Agreement No. CS-771 to ESA + Orion Joint Venture, CH2MHill, URS/Avila Joint Venture, Tetra Tech / Water Resource Engineering Joint Venture and Baseline; to provide as-needed environmental services through five professional services agreements for contract amounts not to exceed $950,000, and a total budgeted amount not to exceed $4,750,000, and with a contract duration not to exceed three years for each agreement; and authorize the General Manager of Public Utilities to execute said agreements.
