Community Assistance Program Income Guidelines

The SFPUC Community Assistance Program (CAP) wastewater service discount offers qualifying residential single-family customers a 15% discount on water and a 35% discount on sewer service charges.

Eligibility for the CAP program is based on annual combined household income. To qualify for CAP, customers must submit an application which includes a valid declaration of household income. Applicants with proof of participation in the PG&E CARE or Norcal Waste Systems, Inc./Sunset Scavenger Lifeline residential discount programs qualify for the CAP discount.

To Qualify:

The SFPUC water and sewer bill must be in your name.
You must live at the address where the discount will be received more than half the year.
You may not be claimed as a dependent on another person’s tax return.
Total household income must not exceed the SFPUC Income Guidelines for eligibility.

Effective July 1, 2008 – June 30, 2009

To see if you qualify for the Community Assistance Program (CAP), calculate the combined annual income of the total number of people in your household. The total combined income should be less than or equal to the amount shown in the table.

Household income includes money from the following sources:

  • Wages or Salaries
  • Unemployment Benefits
  • Profit from self-employment (IRS Form 1040 Schedule C)
  • Child or spousal support
  • Interest or dividends from savings accounts, stocks, bonds, retirement accounts
  • Rent or royalty income
  • Cash income or gifts
  • Workers Compensation
  • Pensions
  • Disability payments
  • Scholarships, grants, or other aid used for living expenses
  • Insurance or legal settlements
  • Social Security, SSI, SSP
  • Food stamps
  • TANF (AFDC)

Download the CAP application, and return the completed application to the mailing address listed on the form.
