Types of specialized CM personnel that are anticipated to be needed are Construction Managers, Assistant Construction Managers, Office Engineers, Contracting Specialists, Inspectors, Cost Estimating and Scheduling Specialists, Environmental Compliance Managers, and similar competent industry related personnel. Some CM personnel must have highly specialized expertise primarily in tunnel and dam construction and in water treatment plant improvements. The durations of the individual Agreements will vary but will, in general, be for a period spanning between five (5) and six (6) years. It is anticipated that the first CM Agreement (SF Region/Local) will be awarded in early 2008 with the remaining ones awarded periodically through 2008 and early 2009. The current estimate is that some CM oversight efforts will extend into 2014 or until all construction projects are completed. The “peak” period for the CM efforts under these Agreements is expected to be from mid-2009 through late-2012, depending on actual construction schedules.
In some cases, the CM Agreements will be required solely for staff augmentation reporting directly to SFPUC personnel. Additionally, City staff will be interspersed within various projects and will take the lead role on some projects where feasible. However, in a number of instances involving the more complex WSIP projects, the CM consultants to be engaged under the Agreements will assume the lead/major role and responsibilities in performing CM oversight.
The following is a summary overview of each of the proposed regional/specialty RFPs:
CS-910: San Francisco Regional Construction Management Agreement
This RFP solicits the services of CM personnel for staff augmentation on various capital projects including pump stations, pipelines and water reservoir upgrades. All projects associated with this RFP are located within the city limits of San Francisco. Additionally, as-needed CM staff may eventually be required to support the SFPUC oversight effort and may include adding, on a short-term basis, Construction Managers, Inspectors and Cost Estimating and Scheduling Specialists. The combined construction value is in excess of $100 million for the planned projects requiring CM staff augmentation for this particular region. Construction activities in this Region have been ongoing since 2004.
CS-911: Calaveras Dam Replacement Project Construction Management Agreement
This RFP solicits the services of CM personnel with demonstrated expertise in dam and heavy earthwork construction. This project is located in the Sunol region of Alameda County. The project consists of the replacement of the original, existing Calaveras Dam that is seismically unsafe with a new earth and rock fill dam designed to withstand a maximum credible earthquake and probable maximum flood. Construction is estimated to cost nearly $200 million. Construction notice-to-proceed (NTP) is anticipated in early 2009.
CS-912: New Crystal Springs Bypass Tunnel Project Construction Management Agreement
This RFP solicits the services of CM personnel with demonstrated expertise in tunnel construction. The project is located in San Mateo County just north of Highway 92 and east of Interstate 280. The project consists of the construction of an 8-foot finished diameter tunnel that will be approximately 4,200 feet long. Construction is expected to employ a tunnel-boring machine (TBM) and estimated to cost in excess of $60 million. Construction NTP is expected in late 2008.
CS-913: Bay Division Reliability Upgrade - Tunnel Project Construction Management Agreement
This RFP solicits the services of CM personnel with demonstrated expertise in soft-ground tunnel construction. This project is located at the southern end of the San Francisco Bay, just south of the Dumbarton Bridge. This project consists of the construction a 5-mile tunnel under the San Francisco Bay between the East Palo Alto area on the west side of the Bay, and the City of Newark on the east side of the Bay. The finished diameter of the tunnel is nine (9) feet. The project is expected to utilize a soft-ground TBM and a bolted, gasketed pre-cast concrete segmental lining system. Construction is estimated to cost in excess of $200 million. Construction NTP is anticipated in early 2009.
CS-914: Bay Division Regional Construction Management Agreement
This RFP solicits the services of CM personnel with varied expertise primarily in large-diameter pipelines, trenchless excavation and large valve installations. The projects associated with this RFP are generally located at the southern end of the San Francisco Bay. Projects include Seismic Upgrade of Bay Division Pipeline (BDPL) 3 & 4 at Hayward Fault, Installation of SCADA System, BDPL Reliability Upgrade - Pipeline (two new pipelines, 7 and 9 miles each), BDPL No. 3 & 4 Crossovers and various required pipeline relocations. Construction costs for these projects are estimated to be in excess of $220 million. Construction NTP on the first project in this Region is anticipated in Spring 2009.
CS-915: Sunol Valley Regional Construction Management Agreement
This RFP solicits the services of CM personnel with varied expertise in treatment plant expansion and upgrades, pipeline repair and installation, and pump station upgrade. The projects associated with this RFP are located in the Sunol area of Alameda County. Projects include Alameda Siphon #4, Sunol Valley Water Treatment Plant (SVWTP) Expansion and Treated Water Reservoir (TWR), San Antonio Pump Station Upgrade, and the Alameda Creek Fishery Enhancement. Construction costs for these projects are estimated to be in excess of $170 million. Construction NTP on the first project in this Region is anticipated in late 2008.
CS-916: Peninsula Regional Construction Management Agreement
This RFP solicits the services of CM personnel with expertise in civil (small dam) improvements, reservoir rehabilitation, large pipeline and valve installations, and water treatment plant improvements. The projects associated with this RFP are located on the San Francisco Peninsula and are primarily in San Mateo County. Projects include Pulgas Balancing Reservoir Rehabilitation, Crystal Springs/San Andreas Transmission Upgrade, Baden and San Pedro Valve Lots, Harry Tracy Water Treatment Plant (HTWTP) Short-Term and Long-Term Improvements, and Lower Crystal Springs Dam Improvements. Construction costs for these projects are estimated to be in the range of $270 million. Construction NTP on the first project in this Region is anticipated in Spring 2009.
CS-917: San Joaquin Regional Construction Management Agreement
This RFP solicits the services of CM personnel with expertise primarily in large-diameter pipeline installations and in water treatment facilities. The projects associated with this RFP are generally located in the Central Valley on the east side of the Altamont Pass. Projects include San Joaquin Pipeline (SJPL) System, Rehabilitation of Existing SJPLs, Tesla Treatment Facility and Lawrence Livermore Supply Improvements. Construction costs for these projects are estimated to be in the range of $300 million. Construction NTP on the first project in this Region is anticipated in late 2008.
CS-918: New Irvington Tunnel Project Construction Management Agreement
This RFP solicit the services of CM personnel with demonstrated expertise in tunnel construction, including experience in managing the construction of tunnel projects with difficult and variable ground conditions, and high groundwater inflows. The New Irvington Tunnel consists of an 18,300-foot long tunnel with a finished diameter of 10 feet. The excavated diameter will be approximately 12 to 13 feet in diameter. Construction costs for this project is anticipated to be in excess of $200 million. Construction NTP is anticipated in late 2009.
CS-919: Water Supply Projects Construction Management Agreement
This RFP solicits the services of CM personnel with expertise in water supply and treatment. The projects associated with this RFP are primarily located within the City and County of San Francisco. Projects include Groundwater Projects (Lake Merced Water Level Restoration and North Westside Basin Local Supply) and Recycled Water Project. Construction costs for these projects are estimated to be in excess of $150 million. Construction NTP on the first project in this Region is anticipated in Fall 2010.
