The $150M Five-Year Wastewater Capital Improvement Program (5-Year CIP) addresses immediate wastewater needs in the areas of flood control, odor control, and aging facilities. The 5-Year CIP is a parallel effort to the Wastewater Master Plan, which is a long-term plan to address the City’s wastewater needs for the next 30 years.
In the next few years, the 5-Year CIP will continue to improve the reliability and efficiency of our wastewater system by:
As of December 2006, there are 16 projects under the Sewer Improvement category with an approximate spending plan of $80M, and there are 23 projects under the Aging Infrastructure and Odor Control category with an approximate spending plan of $70M. During this quarter, there are 29 active projects in total, for Sewer Improvement Projects and Aging Infrastructure and Odor Control Projects. Since the last Quarterly Report, there is an increase of three projects in the Aging Infrastructure and Odor Control category, and no change in the Sewer Improvement category. The total number of projects increased from 36 to 39 projects for the 5-year CIP. The project phase summary and project status are shown on Table 2.3 and explained in Section 2.3.
The 5-Year CIP program is generally on-schedule and within budget. The program has previously experienced high construction bid prices, limited bidders and design changes, resulting in delays to some projects. Nevertheless, the program progress has improved because of a number of projects reaching completion after a busy summer and fall.

- Maximizing collection and conveyance of sewage and storm water;
- Protecting public health and safety;
- Maximizing control of odor emissions;
- Improving reliability of critical treatment facilities; and
- Reducing future repair and replacement costs.
