The purpose of this report is to present the findings from the feasibility study for adding Harding Park and Fleming Golf Courses (Harding Park) to Daly City's recycled water distribution system. The San Francisco Public Utilities Commission (SFPUC) contracted with the City of Daly City (City) to evaluate this possible addition. Currently the City distributes recycled water to the Olympic Club, San Francisco Golf Club, Lake Merced Golf Club, some city roadway median strips, and Westlake Park. As part of its program to reduce demands for surface water supplies, the SFPUC is partnering with Daly City to evaluate the feasibility of converting the water supply at Harding Park from surface water to recycled water from the Daly City recycled water facilities.
As detailed in the following report, the concept of supplying recycled water to Harding Park appears to be feasible. According to historical demands, the City's recycled water treatment system can provide enough water to satisfy demands for all four golf courses and the City's irrigation uses during the highest weekly demand of the year.
The approach to delivering recycled water to Harding Park would be to use the existing recycled water pumps dedicated to the Olympic Club located at the City's wastewater treatment plant (WWTP). The pumps would alternate between delivering water to the Olympic Club and delivering to Harding Park. The recycled water pipeline to Harding Park would be extended from the Olympic Club northward along Lake Merced Boulevard to the Harding Park for a distance of 4700 feet. A new underground storage tank, with a capacity of 700,000 gallons, would be located below the parking lot at the Harding Park maintenance yard. An irrigation pump station would also be required to deliver water to the Harding Park sprinkler system.
The preliminary planning level cost estimate for the project is $6.25 million, including contingencies, engineering, legal, and administrative costs.
It is estimated that design, permitting, and construction can be completed in about three years. A key date is the President's Cup golf tournament scheduled at Harding Park for mid-October 2009. Construction of the new recycled water infrastructure cannot begin until after the tournament. Assuming design would begin in January 2008, the construction completion date would be in September 2010.
