Water System Improvement Program Risk Assessment Report

The purpose of this assessment is to look forward at risks to the WSIP that could lead to schedule delays and cost escalation as the program moves from planning and design into construction. The PPPCM team conducted a program risk assessment to evaluate the potential risks that could prevent the successful completion of the WSIP on its current schedule and with its approved budget of $4.3 billion. Although many program risks can occur before construction, the impacts of risks during the construction phase are frequently the most significant, and are often the result of causes that must be managed and mitigated prior to construction, as most program expenditures occur during this period. Such is the case for WSIP expenditures. Based on the existing baseline costs and schedules, the program must spend $300 million in fiscal year 2009, in excess of $800 million in fiscal year 2011, and between $1 to $2 million per day from 2009 through 2013.
