BDPL Reliability Upgrade Project

This project consists of constructing a 21-mile Bay Division Pipeline No. 5 (BDPL No. 5) from Irvington Tunnel Portal in Fremont to Pulgas Tunnel Portal near Redwood City, including a tunnel under San Francisco Bay and adjacent marshlands.

Note: This project replaces BDPL Nos. 1 & 2 - Repair of Caisson & Pipe Bridge

Project elements of BDPL No. 5 include:

  • A 72-inch diameter welded steel pipeline extending 7 miles from Irvington Tunnel Portal to Newark Valve Lot, within the existing SFPUC right-of-way of BDPL Nos. 1 and 2.
  • The Bay Tunnel segment of BDPL No. 5 (120-inch diameter) extending 5 miles from Newark Valve Lot to Ravenswood Valve Lot, crossing under San Francisco Bay and adjacent marshlands. BDPL Nos. 1 and 2 will tie in to the tunnel at both ends, and will be decommissioned between Newark and Ravenswood Valve Lots.
  • A 60-inch diameter welded steel pipeline extending 9 miles from Ravenswood Valve Lot to Pulgas Tunnel Portal, within the existing SFPUC right-of-way of BDPL Nos. 1 and 2.
  • Six valve lots for isolation valves and crossover piping for connection of BDPL No. 5 to the existing BDPLs
  • Two vaults containing venturi (water flow) meters
  • Two isolation valve lots and piping for connection of BDPL No. 5 to Irvington and Pulgas Tunnels.

This important project will allow the SFPUC to safely take portions of the system out of service for regular maintenance without risking the reliability of the local water supply, and will provide a seismically engineered alternative to the vulnerable Bay Division Pipelines during an earthquake.
