Pre-qualification

The San Francisco Public Utilities Commission (SFPUC) is undertaking a major water system improvement program to repair and improve the Hetch Hetchy water delivery system. The SFPUC will let construction contracts valuing $2.3 billion, between now and 2013, using a pre-qualification process to determine bidder responsibility prior to submission of bids. Notice is hereby given on October 2, 2006, bidders for select SFPUC construction projects must be pre-qualified prior to submitting bids for designated projects (pdf).

Project Labor Agreement

The San Francisco Public Utilities Commission has adopted a Project Labor Agreement (PLA) for the Water System Improvement Program. All WSIP projects for which the engineer’s estimate is $5 million or greater are covered by the terms and conditions of the PLA.
