Registered (LBE) Subcontractor Request: Required Specialities: CH2M HILL, Inc. is seeking certified Human Rights Commission Local Business Enterprise (LBE) firms as subconsultants on our team for the SFPUC CS-940 Program Management for the Water System Improvement Program (WSIP) project. CH2M HILL seeks firms with appropriate qualifications for the following project functions: Labor/Contractor Relations, Public Outreach, Construction Safety, Construction Controls, Administrative Assistance, and Cost Estimating. Please refer to Section IV.2and IV.3 for the minimum qualifications required for subconsultants and for these specific positions. Please refer to the SFPUC website for a complete copy of the RFP. Please submit the following information by Monday, July 28, 2008: firm profile (please include any similar project or SFPUC experience); resumes for proposed staff (Word format); LBE certification (PDF format); and San Francisco Vendor ID and Federal Tax ID numbers. Registered (LBE) Subcontractor Request: Required Specialities: Parsons Water & Infrastructure Inc. (Parsons) is seeking qualified Local Business Enterprise (LBE) firms with appropriate qualifications for inclusion in a proposal for the San Francisco Public Utilities Commission (SFPUC) for Contract CS-940 – Program Management for the Water System Improvement Program (WSIP). All firms need to be San Francisco-certified LBEs and have appropriate professional qualifications and California Registrations. The services required will be to provide Program Management Operations, Risk Management, Pre-Construction Technical Support, Labor and Contractor Relations, Communications/Public Outreach/Community Relations, Specialized Construction Cost Estimating, and Program Construction Management services. The selected Proposer (and its sub-consultants) will work under the direction of the WSIP Director or her designee. The Proposer (with its sub-consultants) is to provide dedicated staff, professional employees, and/or experts to work in an integrated management team led by City staff to implement the WSIP and meet the Program goals and objectives for water quality, seismic and delivery reliability and water supply. The primary role of the Proposer (and its sub-consultants) will be to provide Program Management in support of both pre-construction and construction activities. Qualified firms must meet the minimum requirements set forth by the SFPUC as outlined in the RFP CS-940. If required Parsons will assist interested sub-consultants in obtaining insurance, lines of credit or financial assistance by introduction or recommendation in order to meet the requirements of the SFPUC. The RFP and all related documents may be obtained through the SFPUC website at www.sfwater.org.

The scope of services desired for our team includes: construction management, environmental coordination and CEQA compliance, public relations and outreach, communications, project controls, program controls, utility/permit coordination, document control and records management, and risk management. Interested firms must meet the minimum requirements set forth by SFPUC for technical services outlined in Section IV.2 Subconsultant Qualifications of the CS-940 RFP. A complete copy of the RFP, including a detailed scope of services can be downloaded from the SFPUC’s Web site, www.sfwater.org. M&E is available to advise and assist firms in obtaining bonds, lines of credit, and insurance. Please indicate if your firm requires this type of assistance.
