Project Description

A Job Order Contract (JOC) is an indefinite quantity contract pursuant to which the SFPUC may accomplish a series of projects with a single, competitively bid contract awarded before the projects are identified. The Contractor will bid three sets of Adjustment Factors, based on location of Work, to be applied to the Unit Prices. Each set of Adjustment Factors shall include one Adjustment Factor for performing work during Normal Working Hours and a second Adjustment Factor for performing work during Other Than Normal Working Hours. The Other Than Normal Working Hours Adjustment Factor must be equal to or greater than the Normal Working Hours Adjustment Factor. All Unit Prices are based on local labor, material and equipment prices and are for the direct cost of construction. The contract term is not to exceed five (5) years, including all modifications. No new task orders may be awarded under this contract after four years from the date the Contract is certified.

A current and active Class “C-10” California Contractors License is required to bid.  In addition, the prime bidder must have successfully completed work on five public works projects in governor and exciter systems for hydroelectric powerhouses, transmission towers, security systems, or low voltage commercial installations within the past five years, each project with a minimum construction value of $600,000. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.

Per Administrative Code Chapter 14B, bid discounts may be applied. The LBE Subcontracting Participation Requirement for each contract is set at 10.00% for Small and Micro-LBEs.  Contract Monitoring Division (CMD) certified SF-LBEs and SFPUC-LBEs can be utilized to meet this requirement.  The subcontractors designated as LBEs must be certified for the listed trade in order to count towards the participation requirement.  For further information, please contact Regina Chan at (415) 551-4335 on JOC-69R and Jason Chow at (415) 554-3103 on JOC-71R.
