A Job Order Contract (JOC) is an indefinite quantity contract pursuant to which the SFPUC may accomplish a series of projects with a single, competitively bid contract awarded before the projects are identified. Contractors bid two adjustment factors, one for work during Normal Working Hours and another for Other than Normal Working Hours, to pre-set unit prices that are based on local labor, material, and equipment prices and the direct cost of work performed. Work is accomplished by issuing task orders to the successful contractor during the four (4) year term of the contract.
A current and active Class “C-10” California Contractors License is required to bid. In addition, the prime bidder must have successfully completed work on five public works projects on both medium-voltage 12kVA and low-voltage 460V electrical power systems within the past five years, each project with a minimum construction value of $600,000. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
Per Administrative Code Chapter 14B, LBE bid discounts may be applied. The LBE Subcontractor Participation Requirement is set at 10% for Small and Micro-LBEs. Only Contract Monitoring Division (CMD) certified San Francisco Small and Micro-LBEs can be utilized to meet this requirement. The subcontractors designated as LBEs must be certified for the listed trade in order to count towards the participation requirement.
