Project–At–A–Glance

WSIP Region
Bay Division

Lcoation
Fremont

Construction Start
March, 2008

Construction Finish
September, 2008

Current Status
Close-out

Project Cost
$28M

Construction Completed: March, 2008

The project, which reached substantial completion in March, 2008, consists of two new crossover/isolation valve vaults located on either side of the Hayward Fault in Fremont. The purpose of the facilities is to automatically and/or remotely be able to shut down flow in either or both pipelines should damage occur as a result of a seismic event or other emergency and to divert flow into one pipeline in the event one survives the earthquake.

Description
The project primarily consists of:

  • Two large vaults that are primarily below-ground installations with only the top 30 inches of the structure exposed. Above-ground facilities include security fencing and satellite communication dishes.  The vaults are approximately 2,400 feet apart along the pipelines.
  • Each vault includes four mainline isolation valves and a crossover valve. The isolation valves are hydraulically operated, while the crossover valves are electrically operated.
  • The existing Bay Division Pipeline (BDPL) No. 3 is a 78-inch-diameter reinforced concrete pipe, and BDPL No. 4 is a 96-inch-diameter PCCP. At each vault, approximately 170 feet of each pipeline will be replaced with welded steel pipe.
  • Each facility will be equipped with connections for portable electric generators, and a battery system will provide immediate emergency power to operate the hydraulic system.
  • Valve actuators will have remote monitoring and operating capability through SCADA.
