Project: Crystal Springs Pipeline No. 2 Replacement

Crystal Springs Pipeline No. 2 extends from a point near the CSPS in unincorporated San Mateo County to the University Mound Reservoir in San Francisco. The pipeline is primarily 60-inch-diameter pipe with a 3.2 mile section that is 54-inch-diameter pipe. The purpose of the project is to improve seismic reliability of the pipeline.

Description
The major project elements consist of:

  • Seismic reliability improvements, which include replacing or relocating a total of 1.7 miles of pipe at 12 locations, sliplining 3.5 miles of pipe, retrofitting pipe bridge pier supports at two creek crossings, providing a new connection at the CSPS, and providing a connecting segment with a blind flange for later connection to the New Crystal Springs Bypass Tunnel. The tie-in to the New Crystal Springs Bypass Tunnel will be performed under project CUW-35601, eliminating the need for a second shutdown of the CSPL No. 2.
  • Installation of a new isolation valve at the CSPS.
  • Facility improvements, which include installing fences and enclosures for exposed facilities, concealing exposed portions of pipe, and painting exposed portions of pipe.
  • Upgrading the cathodic protection system along the length of the pipeline.

Scope Refinements
The original project description was based on a condition assessment that was only partially complete. The description therefore contained assumptions regarding the amount of pipe replacement and sliplining that would be required. Those assumptions included replacement of 6 to 7 miles of pipe and 9 miles of either sliplining or relining. The final condition assessment determined that a significantly reduced amount of pipe replacement and relining in the current scope is required.

    The purpose of the Crystal Springs Pipeline No. 2 Replacement Project is to ensure a safe and reliable water supply for eight Bay Area cities and the County of San Mateo. Cities included in this project are: Burlingame, Millbrae, San Bruno, South San Francisco, Brisbane, Daly City, Hillsborough and San Francisco.
