Project: Recycled Water Program
This project is an update to a recycled water master plan that was completed by the SFPUC in 1996. The updated Recycled Water Master Plan will form the basis for developing new recycled water project alternatives, and updating the plan for implementation of water recycling in San Francisco. The need to update the 1996 Master Plan was prompted by many factors, including potential new major customers; the availability of new information to estimate the recycled water demands; new treatment technology, and new methods being implemented, such as installation of built-in dual-plumbing facilities at Harding Park, Golden Gate Park, SBC Park, and Mission Bay in compliance with San Francisco’s Recycled Water Use Ordinances. San Francisco is the only county in the Bay Area that does not currently use recycled water for landscape irrigation. Implementation of the WSIP Recycled Water Program will save imported surface water and local groundwater for appropriate beneficial use.

Two long-term scenarios have been proposed, and initial review indicates that two alternatives could be implemented within the WSIP:

Scenario A2 - "Baseline & Sidestream" provides for recycled water on the westside of San Francisco. This scenario includes membrane treatment (approximately 9 MGD) and sidestream advanced treatment (approximately 2 MGD), to be located at either the former Fleishhacker Bath House or the Oceanside Water Pollution Control Plant. New storage (approximately 7 MG) facilities would be provided near the San Francisco Zoo and in Lincoln Park (approximately 2 MG); existing storage in Golden Gate Park would be modified. Three new pump stations would be constructed on the westside of San Francisco, along with approximately 100,000 feet of new distribution piping (ranging from 4-inch to 30-inch diameter).

Scenario B2 - "Satellite at Presidio" includes new treatment at the Presidio (less than 0.5 MGD), storage (approximately 0.5 MG), and approximately 8,000 feet of distribution piping (ranging from 4-inch to 10-inch diameter). The SFPUC is partnering on this project scenario with the Presidio Trust, who is taking the lead in the construction of the treatment facility. The SFPUC’s share of the capital cost is yet to be negotiated.

Projects with Neighboring Water Retailers

The SFPUC is partnering with North Coast County Water District (NCCWD) on a recycled water project to irrigate areas of Pacifica, including the City and County of San Francisco’s Sharp Park Golf Course, with tertiary treated wastewater already being produced by the City of Pacifica at the Calera Creek Wastewater Treatment Plant. Fully implemented, this project could save up to 50 million gallons of potable water on an annual basis. The SFPUC's share of the project’s capital cost is approximately $8 million.

NCCWD is currently conducting a review of potential environmental effects to determine the location of a recycled water storage tank for the project. A Draft Initial Study / Supplemental Mitigated Negative Declaration is available for public review and comment between July 10, 2007 and August 10, 2007. An electronic version of the document can be viewed or downloaded directly from the NCCWD website at www.nccwd.com.  In addition, NCCWD will host a public meeting between 6:00 p.m. and 7:00 p.m. on July 26, 2007 at the Sharp Park Library Conference Room in Pacifica.
